Dear Powys Regional Partnership Board,

Could you please provide the following information? I am researching the steps Healthcare and arms length Healthcare Authorities have taken to adopt digital health solutions and technologies with the goal of transforming their services and reducing their carbon footprint.

1. Companies contracted to provide the following to the Partnership Board:
a. Photocopiers/MFDs
b. Printers
c. Print room / reprographics
d. Desktop Scanners

2. Manufacturers of equipment used for the following (if different to Q1)
a. Photocopiers/MFDs
b. Printers
c. Print room / reprographics
d. Desktop Scanners

3. Length of contract/s and end dates? (Please advise of any extensions available)
a. Photocopiers/MFDs
b. Printers
c. Print room / reprographics

4. Number of devices?
a. Photocopiers/MFDs
b. Printers
c. Print room / reprographics
d. Desktop Scanners

5. Details on how these were procured. i.e. By Framework
a. Procurement method
b. If Framework, please state which framework was utilised

6. Do you have any print management software e.g. PaperCut, Equitrac? If so, which
software?

7. Does the Trust have a Hybrid or Digital Mail Service, if so, who supplies this and when does the contract expire?

8. Do you utilise any Document and / or Content Management systems, if so, which?

I am writing to request an internal review of Powys Regional Partnership Board's handling of my FOI request 'Digital Healthcare Initiatives'. I should have received a response by 17th October 2024. It is my understanding that you are legally obligated to respond within 20 working days, and it appears this timeline has not been followed.

I kindly ask that this matter be reviewed internally. If I do not receive a satisfactory response, I may need to escalate this issue to the Information Commissioner.
Thank you for your prompt attention to this matter.

Dear Beth, 
Thank you for your email and apologies for the delay in responding. The
Regional Partnership Board has reviewed your request.  Please see response
below-
 
The Regional Partnership board is a separate entity for the purposes
of FOI. The FOI Act lists, at Schedule 1 ([1]Freedom of Information Act
2000 (legislation.gov.uk)) , all Authorities that are bound by The Act.
Powys County Council must respond to FOI’s because the Act, at Schedule 1
Paragraph 7 defines:
 
7          A local authority within the meaning of the Local Government
Act 1972,  namely—
(a )in England, a county council, a London borough council, a district
council or a parish council,
(b )in Wales, a county council, a county borough council or a community
council.
 
As the Regional Partnership Board is a separate entity from the Local
Authority, there is not a requirement for a response to FOI requests.
