with reference to any explanatory notes and prepration for the Bill, prepared by the Department for Business, Innovation and Skills and the Department for Culture, Media and Sport I would like to request a copy of the written assessment made by Lord Mandelson that led to the statement under section 19(1)(a) of the Human Rights Act 1998:
"In my view the provisions of the Digital Economy Bill [HL] are compatible with the Convention rights."
