This means did The Head Of The Council in any way, either, by phone, email, or letter write a letter of defense to the Ombudsman for his friend Andrew Wood (Cllr)?

Dear Conwy County Borough Council,
Odd, if it was an investigation by the council and actions were implemented by the council, why would you refuse and send it to a third party, when it is a council issue?
Sounds like another cover-up for Woods and McCoubrey yet again.
Shocking that you behave like this, it really is

Yours faithfully,
