Development Parcels subject to PfE Policies & the New Carrington Masterplan

Please provide explicit information about the development parcels in New Carrington and, where available, current planning applications (with reference numbers) to show whether or not they are subject to the policies within the Places for Everyone Plan and the New Carrington Masterplan. If they are not subject to PfE policies, please provide a reason why.

It would also be helpful to see these development parcels/planning applications set out on a map if that is possible.

A number of planning applications are coming forward (in advance of the New Carrington Masterplan) and it is not clear whether these planning applications are subject to the policies in PfE, including the New Carrington Masterplan.

Regulations rather than Freedom of Information as it relates to
environmental information. The majority of the information you seek is
already in the public domain.

Current planning applications in Carrington are available on a map base by
using the search function on the Council’s Public Access planning database

Places for Everyone is one of the suite of development plan documents for
Trafford. All planning applications are subject to its policies, whether
at Carrington or elsewhere in the Borough. Planning applications in
Carrington are subject specifically to Policy JPA30 of PfE. This requires
(among other things) that development comes forward in accordance with a
masterplan. The New Carrington Masterplan remains under preparation. If
planning applications in Carrington come forward ahead of the masterplan
then the Council will need to take a view on the level of compliance with
Policy JPA30. This will be a matter of planning judgement, will depend
entirely on the facts of the case and relevant material considerations and
will be set out in future officer report(s) on individual planning
applications. Additionally, the Council has set out its position in
relation to infrastructure contributions at Carrington in a report to
Planning Committee and I would refer you particularly to section 9 of that

Hi Jennie thanks for this response.

In summary, all future planning applications that come forward within the JPA30 allocation area are subject to the policies in PfE. If they are not compliant with those policies (and this will definitely be the case if any further planning applications come forward before the New Carrington masterplan has been agreed), the Council will decide, on a case by case basis, whether the policies in PfE can be disregarded.

As a supplementary question, please can you provide some examples of the reasons why the Council may decide that some planning applications do not have to be compliant with the policies in PfE?

Good afternoon

Some reasons for departing from PfE policy are given in the report already provided on the interim infrastructure contributions strategy. Anything outside of this report is asking officers to speculate which is outside of the scope of FOI / EIR - there is no information 'held' on this matter.
