Development on Playing Fields within West Berkshire

Under FOI/EIR please could you provide me with copies of all
correspondence, notes of telephone calls, emails ( including
covering emails) and consultation responses with West Berkshire
Council and any other party regarding development on Playing Fields ( or parts thereof) within West Berkshire.

I appreciate that you have already provided me with information regarding the Triangle Field in Hungerford, and so can limit my request for information relating to that site to the period from the date of my last request ( 15th June), but if possible would appreciate you extending your search back to previous months/years for other sites as far as is reasonable within the limits of the EIR.

With regard to your request for “all correspondence, notes of telephone
calls, emails ( including covering emails) and consultation responses with
West Berkshire Council” our position is that due to the sheer volume of
documentation that falls within scope, the burden on Sport England
resources is too great and  therefore disclosure is exempt under the
exception at regulation 12(4)(b) of the EIR.
 
Our assessment is that the burden of collating, reviewing, redacting, etc
all the documentation relating to 157 different planning applications
would be a material drain on the resources of the Sport England planning
team, and would divert resources away from our statutory duties.
 
All of our responses to West Berkshire are available on the council’s
website and will include the views of third parties we consulted where
material.

Dear FOI,

Many thanks for your response to this FOI.

I completely understand that it would be unreasonable to ask Sport England to provide all documentation relating to each planning application on which you have been consulted - given the fact that previous requests have indicated that West Berkshire Council seemed unaware of the requirement to consult on planning applications on the Triangle Field the extent of the list came as a complete surprise to me.

The information that I am looking for, and which possibly may not be hold, is more general correspondence or perhaps policy advice sought regarding potential development on sports pitches/playing fields attached to schools and/or clubs.

I would be grateful if you could perform an internal review of this part of my request.

of 'general correspondence or policy advice sought [by West Berkshire
Council] regarding potential development on sports pitches/playing fields
attached to schools and/or clubs'.

 

I note that you asked us to carry out an Internal Review of ‘this part of
your request’. However, since you have not previously requested this
information from us we have treated your email as a new request for
information made under the Environmental Information Regulations 2004.

 

We have carried out an initial review of this request and have concluded
that we are unable to identify information within the scope because your
request is formulated in too general a manner. I am therefore writing to
let you know that we consider the information to be exempt from disclosure
under s.12 (4) (c) of the Regulations.

 

We may be able to progress your request further if you are willing to
reformulate your request. This may include focusing your request on
