Development Contributions

North Norfolk District Council did not have the information requested.

Dear North Norfolk District Council,

I am researching property developments carried out with your council and am most interested in those that incurred a financial payment towards infrastructure.

Are you able to send to me details of the planning reference and the unspent, uncommitted and unallocated financial contributions on all schemes between January 1st 2006 and December 31st 2011?

Thank you for your help.

Yours faithfully,

Tony Day

Dear Mr Day

FREEDOM OF INFORMATION ACT 2000/ENVIRONMENTAL INFORMATION REGULATIONS 2004

Thank you for your request for information regarding development
contributions, received on 16 November 2023, and which falls under the
Environmental Information Regulations 2004 (“the EIR”).

We want to be as open as possible in answering requests and to help people
obtain the information they are looking for. Unfortunately, in this case
the amount of information you have requested is substantial and compiling
it would therefore involve a significant cost and diversion of resources
from the authority’s other work. This means that as your request stands we
will unfortunately have to refuse the request under Regulation 12 (4) (b)
of the EIR relating to requests that are manifestly unreasonable or
formulated in too general a manner. We estimate that to provide a response
would take 37 hours.

As Regulation 12(4)(b) is a qualified exemption, a public interest test
has been applied. The Council has concluded that the public interest test
favours non-disclosure. Although disclosure of this information would
adhere to the Council’s policy of being as open and transparent as
possible, would allow the public to gain an understanding of the issues at
hand and any related decision making, this is not outweighed by the amount
of officer time that would be required in order to provide a response. We
may be able to assist you with your request if you are willing to narrow
the terms of the search in the following ways: e.g. narrow the time
period, narrow the subject field.

I am sorry that I cannot be more helpful in the provision of the
information requested.

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
please write to me within two months of the date of this letter.

You can also complain to the Information Commissioner at:

Dear freedom of information,

Reference: 023203 / 00628467

Thank you for your response.

I do understand that in this particular situation, the timeframe for which I am asking requires too much time to answer, would it be possible to resubmit a request but for a shorter time period.

1) The balance of unspent, uncommitted and unallocated monies collected against S106 documents signed between 1st January 2009 and 31st December 2011?
2) The planning reference against each sum

Thank you.

Yours sincerely,

Tony Day
