Development briefs for GLA land in the Royal Docks area of LB Newham as defined requirements at point of land sales and then as modified by current/concluded negotiations

Our community organisation based in the Royal Docks is interested in finding out what conditions the GLA has placed on the sale of public lands owned by the GLA in this area: Specifically what development briefs were set as a sale condition and what benefits were sought to ensure an integation of new and existing communities, new public open space and community infrastructure, and long term income from retained leasehold and sales is set aside for the maintenance of the same in line with the stated aspiration to create a new 'Great Estate' with ongoing stewardship responsiblities.
Please note that we have sought such information previously from the Royal Docks Team currently overseeing the regeneration of the area but it has not been provided.

Your response does not though answer my request to provide the site specific development breifs as a requirement of the sale and subsequently as conditions of an accepted offer by the developer. May be there were no conditions other than compliance with the Local and London plan?
If so that would be good to understand as this positions the GLA or LDA as just marketing very large public assets with no fixed sale requirements to provide defined public good other than a developer defined offer. Whilst I appreciate that planning processes might be considered a mechanism to generate public good, this lacks the leverage that sale conditions inherently posess.
I appreciate that the sale may be a negociated process but at some point both LDA and GLA must have agreed what they are getting in return for the land sale and it is those specifics I am seeking covering in particular what public ownership, control or access remains to the former LDA and GLA lands.
My interest is motivated by concerns over public access and retained use of large former public lands in London such as Canary Wharf, Kings Cross and Nine Elms and the impact on the city as an integrated inclusive and public place rather than one of large scale private domains typically being consented in these locations.
The Royal Docks Team may not be best placed to answer my queries but you no doubt have the mandate to look at such issues albeit some matters are now fixed given the progress of developer consents. Either way, I think it is legitimate that the community has access to an understanding of what has been defined as public with such large development sites affecting their neighbourhoods and that your team helps articulate how this public infrastucture is planned to assist in creating an integrated neighbourhood.
