Determining salary offered for new CEO

Dear Brighton and Hove City Council,

I understand that the councils new CEO has been offered a salary in the region of £150,000.

The Green party (who lead the council) stated in their manifesto (on page 4) that one of their priorities was to set the maximum council pay at no more than eight times the lowest council pay.

I understand the current minimum pay (living wage) is £7.20, I calculate that this means an eight times salary cap of £105,000.

As this figure is some £45,000 lower that is actually being offered, I would like to know how the £150,000 was arrived at and what consideration was given to the breaking of the the Green Party Manifest Pledge of maximum pay being no more than 8 times the minimum pay.

“Thank you for your Freedom of information request regarding the CEO
salary of £150,000.

 

The Green party in their manifesto pledges that maximum pay would be no
more than 10 times the minimum pay. The Green Party has advised that the
figure on page four is a typing error and the correct figure is on page
25. The current Living wage of £7.20 is under review and proposals to
increase the rate are planned to be brought to the November meeting of
Policy & Resources Committee. Since 2010 the pay ratio has reduced at
Brighton & Hove City Council due to the introduction of the Living wage
and the reduction in senior officer pay.

 

Ten times the current Living wage is £138,528. Chief Executives of Unitary
Authorities in the South East are paid on average £154,545 and there is
cross party support for remuneration of £150,000 to be paid in the
incoming Chief Executive, £20,000 less than the previous post holder. This
will go to Full Council for agreement on the 25^th October and has
cross-party support.

 

For your information I have attached a copy of the councils pay policy
agreed at full council.

The Recruitment Strategy Manager provided the response to this request.
The CEO salary and the Living Wage were agreed by Members. He spoke to
Green Party political assistant about the two ratios quoted in the local
Green manifesto and was informed that there was a typing error to on page
4 of the manifesto.

 

The salary was agreed at Policy & Resources committee on the 11th October
and confirmed at full council on the 25th October 2012. The Living Wage
was agreed at Cabinet on the 10th May 2012. Both are available on the
council website.

However there is still nothing here regarding the council being made aware that the 'eight times' was a typing error.

'Lance Richard' has included this statement in his draft - where did he get this information from?

If the council wishes to be evasive instead of helpful, I am happy to request all documentation/communication held that refers to this 'typing error' in the green manifesto.

The Green Party ratio stated in their manifesto (on page 4) is a typing error. The interaction in identifying this error was between Mr Richard and the Green Party administrator. As the conversation was oral there is no written record.

So there is no official record of the council being informed of this 'typo', but you are still prepared to say that the council accept that there was such an error?

I expect a full account of Mr Richards communication with the Green Party over this matter.

We have confirmed that the statement on page four of the Green Party
manifesto in which CEO salaries were to be limited to a maximum of eight

We are satisfied that no further documentation exists concerning this
