Dear Stirling Council,

I am writing to you to request any and all details relating to the external refurbishments made to houses in the Stirling Council Area, more specifically houses located in Cowie and Braehead.

I would like to know if/what burden was exercised, if the owners of said houses paid for these services, for which reason is this only done in certain areas (For instance, on Hawthorn Drive, Fallin, Only the council houses have been refurbished, but on Hilton, Cowie, Nearly every house has been refurbished.), And a list of any objections made to such work being carried out.

I would also like to request, if possible, a list containing all houses which have had work carried out, and all of which with work being planned, If possible with the ownership status.

Yours faithfully,

Robert Billy Sinclair Angus Malcolm Reid Sr.

FOI, Stirling Council

Dear Robert Billy Sinclair Angus Malcolm Reid Sr,

I am writing to you in response to your request for information under the
Freedom of Information (Scotland) Act 2002.

Your request for information is environmental information and is therefore
exempt from disclosure under section 39(2) of the Freedom of Information
(Scotland) Act, 2002. We are dealing with your request for information
under the Environmental Information (Scotland) Regulations (EIRs) 2004.

I am writing to you to request any and all details relating to the
external refurbishments made to houses in the Stirling Council Area, more
specifically houses located in Cowie and Braehead.

I would like to know if/what burden was exercised, if the owners of said
houses paid for these services, for which reason is this only done in
certain areas (For instance, on Hawthorn Drive, Fallin, Only the council
houses have been refurbished, but on Hilton, Cowie, Nearly every house has
been refurbished.), And a list of any objections made to such work being
carried out.

I would also like to request, if possible, a list containing all houses
which have had work carried out, and all of which with work being planned,
If possible with the ownership status.

Approximately 1,400 ex-Council and ex-Scottish Special Housing Association
properties across the Stirling Council area have benefitted from external
wall insulation installations. Area covered include Cowie, Plean, Fallin,
Braehead, Cornton, Bannockburn, Hillpark, Whins of Milton, St Ninians,
Raploch, Dunblane, Callander, Doune, Gargunnock, Kippen, Arnprior,
Buchlyvie, Balfron, Balfron Station, Buchanan Smithy and Milton of
Buchanan.

The properties were all classed as “Hard to Treat” meaning that they
either have no cavity or are of non-traditional construction that cannot
have cavity wall insulation installed. Stirling Council has secured
funding from the Scottish Government over recent years to offer the owner
of these properties external wall insulation to improve the thermal
efficiency of their properties that would otherwise be prohibitive on cost
grounds for an owner to fund. The works carried out to these private
properties were at no cost to Stirling Council.
