Dear Brighton and Hove City Council,

Regarding the job of Brighton and Hove Allotments Officer which was advertised and filled in 2012.

From a previous FOI request we understand that there was only one applicant for this post outside of the council.

This seems like a very low number for a job that should have attracted many applicants external to the council.

Please tell me where the job was advertised outside of the council? In what publications and media?

Please find set out below the information in response to the above
request:

 

“Due to financial pressures the council has been operating, for some time
now, strict vacancy management procedures. These procedures are aimed at
ensuring that suitably qualified individuals are appointed to council
vacancies whilst balancing this against the council’s legal obligation as
an employer to secure, wherever possible, the continued employment of its
staff whose employment is at risk e.g. as a result of forthcoming
redundancy.

 

All vacancies are, therefore, made available to council redeployees in the
first instance. Where a vacancy is not filled by a redeployee, it is usual
practice for it to be advertised internally only, particularly where it is
anticipated that there is likely to be interest from existing council
employees. The rationale for doing this is that if an internal candidate
is found who meets the requisite essential criteria for the post, then
their job could provide a suitable opportunity for an existing member of
staff whose employment is at risk.

 

It was for these reasons that the Allotment Officer post was advertised
internally only. Had no suitable internal candidate been found, the
vacancy would have been advertised externally. Only vacancies which have
proved hard to fill historically or those requiring particularly
specialised qualifications, knowledge or experience are likely to be
advertised internally and externally at the same time.

 

The “external” applicant (i.e. someone who was not employed by the
council) was in fact an individual who was working for us via an agency.
Under the Agency Workers Regulations, which came into force on 1 October
2011, agency workers must be given the opportunity to apply for internal
vacancies with the client organisation.”
