Details of up to 36% increases to Councillors' allowances in 2002/3

Response to this request is long overdue. By law, under all circumstances, Wirral Metropolitan Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Wirral Metropolitan Borough Council,

There is compelling evidence on the internet that Wirral Council employed the services of "Local Government Consultant" Don Latham during financial year 2002/3 as chair of an "Independent Remuneration Panel". His payment was rumoured to be "£2,000 per time", presumably drawn from public funds.

For background, the following links illustrate the kind of work that Mr Latham, a former council Chief Executive, involves himself in to this day. This selection is by no means exhaustive and there are numerous further examples:

I would like the following information:

1. A list of the separate and individual payments, by which can be deduced the total payments made to Mr Donald Latham, local government consultant, by Wirral Council - for financial year 2002/3

2. Names and party positions (e.g. Leader; Opposition Leader; Deputy Leader, etc.) of councillors who comprised the "Local Democracy Working Party", this being the organisation which decided the level of pay for members of the "Independent Remuneration Panel", which in turn decided the level of increase for councillors.

3. Confirmation of the Council Leader at the time's increase in "Special Responsibility Allowance", as a result of this process.

4. Confirmation of the Opposition Leader at the time's increase, as a result of this process.

5. Confirmation of all 66 councillors' increase in their basic allowance, as a result of this process.

Wirral Council has no recorded information to supply to you.  This is
because the financial records in question are over seven years old and
searching our cost centres could not determine any recorded information
for this time period for Don Latham.

4 Labour: Councillors JR Cocker, G Davies, PL Davies, S Foulkes (or
nominees)

2 Conservatives:  Councillors JE Green, Mrs LA Rennie (or nominees)
