Dear Carterton Town Council,

The residents of Scholars Acre have become aware of a request for purchase of green space that has previously been reserved for common use. Related applications for planning permission had drawn numerous objections from the community and infrastructure experts alike, and had been withdrawn ahead of rejection (which would have been inevitable).

Noting a lack of mention in the public CTC meeting agendas, there is concern over whether the council is acting with sufficient transparently in this matter and residents are considering their options.

Please produce all documentation received in the last 12 months regarding a potential purchase of council-owned land on Scholars Acre. If a FOIA exemption is considered, then public interest should be weighed against the exemption, noting the effect of any potential approval on a large number of residents.

The council are also requested to publish all discussion over the past 10 years relating to consideration of designating council land on or by Scholars Acre as a 'green space'.

As I know CTC values its impartiality and reputation, I urge you to process this request with absolute transparency. How this request is handled will be a clear indicator of the level of trust the public can have in CTC's decision making and governance.

This error occurs because the sender sent a message to an email address
hosted by Office 365 but the address is incorrect or doesn't exist at the
destination domain. The error is reported by the recipient domain's email
server, but most often it must be fixed by the person who sent the
message. If the steps in the How to Fix It section above don't fix the
problem, and you're the email admin for the recipient, try one or more of
the following:

The email address exists and is correct - Confirm that the recipient
address exists, is correct, and is accepting messages.

Synchronize your directories - If you have a hybrid environment and are
using directory synchronization make sure the recipient's email address is
synced correctly in both Office 365 and in your on-premises directory.

Errant forwarding rule - Check for forwarding rules that aren't behaving
as expected. Forwarding can be set up by an admin via mail flow rules or
mailbox forwarding address settings, or by the recipient via the Inbox
Rules feature.

Recipient has a valid license - Make sure the recipient has an Office 365
license assigned to them. The recipient's email admin can use the Office
365 admin center to assign a license (Users > Active Users > select the
recipient > Assigned License > Edit).

Mail flow settings and MX records are not correct - Misconfigured mail
flow or MX record settings can cause this error. Check your Office 365
mail flow settings to make sure your domain and any mail flow connectors
are set up correctly. Also, work with your domain registrar to make sure
the MX records for your domain are configured correctly.

Dear Mr Luke,

I acknowledge receipt of your FOI request and will action it accordingly.

I can tell you that the Council have received over the years various approaches from developers to purchase land that would enable access to the land towards the Shill. On each occasion the Council has rejected the proposal.

The Council is in receipt of a new application from a local resident. The procedure the Council has is that a small group of Councillors look at the application, look at the land and then report to main council their views and recommendations. The matter will be considered by Council tomorrow evening.

I can confirm that Council is fully aware of the likely backlash should it approve the sale of what is Amenity land. There is strong evidence that any access would simply not work in relation to traffic access. The Shill area is part of a special environmental area. Any building there would upset the natural drainage into the Shill.

The Council has never sold any land during my period as town clerk despite receiving numerous applications from residents throughout the town.

The Council has a duty to consider every application it receives and cannot simply refuse them out of hand.
