My question was under what statutory powers and/or acts of parliament ANPR is being rolled out as a "core policing tool"? I simply require a list of acts of parliament/statutory instruments together with relevant sections.

The use of ANPR merely provides information upon which officers may act. It does not require any legislation or statutory powers.
