Details of Policy & Partnerships Budget
Dear Liverpool City Council,
In your response to a previous FOI request (http://www.whatdotheyknow.com/request/re...), your reference 193512, you stated, regarding the Divisional Manager for Policy and Partnerships, that:
"The Net budget is £21,272,379 and the staffing budget is £3,553,830".
This means that the non-staff budget for which this manager is responsible is £17,718,549. Could you please:
a) state which financial year these figures apply to, and
b) provide a high level breakdown of the costs the non-staff portion of the budget was allocated to cover, if possible related to the broad areas of responsibility indicated in the job description that you provided in the same response.
Yours faithfully,
Catherine Byrne

Dear Ms Glanville,
Thank you for your response, which I reproduce below.
I am not sure I understand the information provided, however, and have therefore asked for some clarification - detailed after the text of your response.
"I refer to your request of 29 May 2012 under the FOIA. You requested the following:
In your response to a previous FOI request your reference 193512, you stated, regarding the Divisional Manager for Policy and Partnerships, that:” The Net budget is £21,272,379 and the staffing budget is £3,553,830".

b) provide a high level breakdown of the costs the non-staff portion of the budget was allocated to cover, if possible related to the broad areas of responsibility indicated in the job description that you provided in the same response.
I can confirm the Council holds the information you have requested.
In response to the first point the information provided previously related to 2012/13.
In response to the second point I list below the high level breakdown
Breakdown of Recharge Income
Budget
Recharge to Other Departments 815,193.20-
Recharge to Other A/Cs 727,477.00-
Recharges - CSSR 3,705,979.77-
Recharges - CDC 2,672,180.85-
Recharges - Portfolio 8,116,668.77-
16,037,499.59-
This concludes our response to your request and I would take this opportunity to apologise for the delay in my response."
Could you please clarify the following:
1) What the abbreviations CSSR and CDC mean.
2) What "Portfolio" means.
3) Why the total figure (£16,037,499.59) does not equal the figure (£17,718,549) provided in the previous response, for which I requested the breakdown. The difference is almost £1.7 million. Has a category been omitted?
I would emphasise that this is not a further request, it is merely a request for clarification, and as such I would hope it will be dealt with promptly.
Thank you
Catherine Byrne
Dear Ms. Glanville,
I asked for clarification of your response to this request a week ago.
Would you please confirm that a) you received my request, and b) that you will provide the information requested without further delay.

Dear Liverpool City Council,
In a delayed response to an email, Ms Glanville explained that she does not check her emails frequently and asked me to reply to a team email address which she wrote in the body of her message.
You may not be aware, but whatdotheyknow does not display email addresses, so I cannot actually see the email address she provided. Hopefully it is this one. If not, please spell out the address without symbols (i.e., john dot smith at liverpool...... etc etc).
And could someone please provide the information I requested in the original message to Ms Glanville, dated 9 July?
Cordially,
Catherine Byrne
Dear Ms Byrne,
Thank you for your email and this is the correct team email address. With regard to this FOI, note that Ms Glanville sent you the final response on 09 July 2012.
I attached with email another copy for your records.

Dear Liverpool City Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Liverpool City Council's handling of my FOI request 'Details of Policy & Partnerships Budget'.
I received a belated response to this request which contained acronyms and otherwise impenetrable information. Since I was attempting to understand what this considerable amount of money is allocated to be spent on, this was not a helpful response. The total did not even match the original figure given, and no explanation of the £million plus difference was given. I asked for clarification of these matters last week, and was informed today the response provided was a final one. Which I assume means you are unwilling to provide this clarification.
So I have no alternative but to request an internal review. I hope this can be dealt with promptly, since the 20 working day deadline for the original response actually expired over 2 weeks ago.
A full history of my FOI request and all correspondence is available on the Internet at this address:
http://www.whatdotheyknow.com/request/de...
Yours faithfully,
Catherine Byrne
Dear Ms Byrne,
Thank you for your email received 18 July 2012. This case is now re-opened as internal review. Note that the matter will be dealt with by an officer who was not previously involved with the response and we will look to provide a response within 28 working days.

Dear Ms Byrne
I will be co-ordinating the City Council’s internal review of the above
FOI reference number
Before I begin could you clarify that you are happy for me to conduct our
review based on the following:
1) What the abbreviations CSSR and CDC mean.
2) What "Portfolio" means.
3) Why the total figure (£16,037,499.59) does not equal the figure
(£17,718,549) provided in the previous response, for which I requested the
breakdown. The difference is almost £1.7 million. Has a category been
omitted?
I have taken this from your email of the 9 July and reviewed your
subsequent email of the 17 July.
Could you confirm you are happy with the summary above I will communicate
our response as quickly as possible

Dear Mr Symm,
It's a little more than simply defining the acronyms , and what the portfolio refers to (the policy and partnerships department or section, presumably). Pointing out that I did not understand the acronyms was a way of illustrating what the problem is.
I am trying to find out what kind of things the money is to be spent on - categories of goods, services, etc. I tried to make this clear in the original question, which also assumed that the goods and services could be related to the areas of responsibility in thejob description. So this is actually what I would like your internal review to focus on.
Cordially,
Catherine Byrne
Dear Ms Byrne
Would you be happy for me to add to the requirements of the internal review an element concerning general clarification of our original response dated 9 July?
