FOI/15374 - Personal licence holders training
Dear Cambridge City Council,

- number of students enrolled per year
- number of bookings made for one or more students, per year (i.e. where
one organisation has booked and paid, on any given occasion, for multiple

- revenue generated in total for the council per year
- costs associated in total for the council per year

of the programme. If there are other pertinent factors to the
profitability, please specify their nature and financial impact, per year
- pass rate on first examination, second examination, all subsequent

3) all of the information requested in 1) and 2) above for any other
training programmes that have been offered since 2014 where these are
pertinent to alcohol licencing, and that may have been discontinued or are
otherwise not visible on the Councils website.
I hope the following will answer your query:
1. In-person – First course: 7^th September 2015. Last course: 3^rd
February 2020.
Online – The Council first started offering this e-learning package from
20^th November 2023. Please note that this is a completely online course
with no taught content, rather learners undertake their learning
independently at their own pace. The exam is held remotely.
2.
a) number of students enrolled per year
2018 – 72
2019 – 49
2020 – 8
2021 – 0
2022 – 0
2023 – 0
2024 – 15
b) number of bookings made for one or more students, per year (i.e. where
one organisation has booked and paid, on any given occasion, for multiple
students)
2018 – 10
2019 – 5
2020 – 1
2021 – 0
2022 – 0
2023 – 0
2024 – 3
c) revenue generated in total for the council per year
2018 – £7,200
2019 – £4,972
2020 – £816
2021 – £0
2022 – £0
2023 – £0
2024 – £1,824
The above is based on the course fee charged per candidate.
d) costs associated in total for the council per year
The costs associated with running the course are proportional to the
revenue. This is because the fee charged to candidates was calculated to
cover the costs of running the course. Costs include, where applicable:
examination/registration fees, booking fees, centre recognition fees,
quality assurance development, officer time, stationery, and
lunch/refreshment provision.
e) pass rate on first examination, second examination, all subsequent
examinations, per year.
With respect to the pass rate per year prior to 2024, I unable to provide
you with this as we no longer have access to the system used by the
awarding body. I would, however, estimate the pass rate for the first
attempt at the exam between 2018 and 2020 to be around 99%. The current
pass rate for 2024 is 100%.
3. The Council also ran the BIIAB Level 1 Award in Responsible Alcohol
Retailing between the following dates: 16^th November 2015 and 12^th
November 2018. The course was discontinued after the last date, therefore
there is no information to provide for 2019 to present.
a) number of students enrolled per year
2018 – 10
b) number of bookings made for one or more students, per year (i.e. where
one organisation has booked and paid, on any given occasion, for multiple
students)
2018 – 4
c) revenue generated in total for the council per year
2018 – £650
d) costs associated in total for the council per year
The costs associated with running the course were proportional to the
revenue. This is because the fee charged to candidates was calculated to
cover the costs of running the course. Costs include:
examination/registration fees, booking fees, centre recognition fees,
quality assurance development, officer time, stationery, and refreshment
provision.
e) pass rate on first examination, second examination, all subsequent
examinations, per year.
As above, I am unable to provide you with a pass rate per year, but I
estimate for the first exam the pass rate was above 99%.
We aim to provide a high-quality service to you and hope that you are
satisfied with this response.
Yours Sincerely
Information Management Team
