Details of meeting between Sita Surrey and the HSE re.Charlton Lane Eco Park.

Dear Health and Safety Executive,
As there are so many bad design issues with Sita Surrey's proposed Charlton Lane Eco Park, with experimental waste gasification and incinerator, and Anaerobic digestor plants, the H.S.E. Has held a meeting with Sita Surrey recently to discuss these issues.
These design flaws very clearly cannot meet the requirements of various legislation, and European rules and guidance, as specified in a letter by the HSE (which I have a copy of by FOI request).

Please by Freedom of information request, tell me the date of this meeting, who attended, where it was held, and also send me full minutes of this meeting, and it's outcome, and how these major design flaws have been bypassed by Sita and the H.S.E.
I ask for this in electronic form.

Dear Mr Corti,

Thank you for your enquiry into the details of a meeting between Sita Surrey and the HSE re. Charlton Lane Eco Park and given FOI Ref: 2014/120323.

The meeting took place at the Charlton Lane Waste Transfer Station on the 12th December 2014.

Those present were myself, Sam Summerfield, HSE Process Safety Specialist Principal Inspector, Paul Leaver, SITA Regional Health and Safety Manager - Processing - South East, Gareth Phillips, SITA Head of Planning for South, Justin Hamilton, SITA Alternative Energy Plant Manager, Jorge Hau, SITA Construction Project Manager, Mark Nightingale, SITA Charlton Lane WTS/CAS Site Manager.

Sam Summerfield will be writing a summary report of the meeting. The purpose of the meeting was purely to assess SITA's plans for managing health and safety at the proposed development. The meeting was not to approve any aspect of the design or plans.

The overall assessment was that SITA Surrey have effective measures planned, to manage any health and safety issues that arise out of the planned development.

I look forward to receiving the full minutes of the meeting as requested.
It seems very strange that the HSE listed all the legal guidelines etc that this plant must follow, in an on record letter to the EA, yet given the small site and bad design, it is impossible for sita to follow, yet the HSE is happy? Everything is on record, so when it goes wrong, the HSE will have been aware of the issues raised.

Once again, I look forward to the minutes of this meeting.

I am still awaiting the minutes from this important meeting please. I am told, that by law, you are now late in sending them to me!

I also find Ben Nelson's response rather odd, stating the HSE's position, when I have a copy of the consultation response to the Environment Agency permit, sent by the HSE, which clearly lists many guidelines and laws and rules that Sita are supposed to be following in the design of this plant. It is also Very clear that Sita cannot follow many of these guidelines on such a small site, and with their current design. I am surprised the HSE hasn't taken a more pro-active hand in this,considering the recent Stereocycle manslaughter debacle!

I am writing to request an internal review of Health and Safety Executive's handling of my FOI request 'Details of meeting between Sita Surrey and the HSE re.Charlton Lane Eco Park.

This FOI request is well overdue.
The HSE needs to be accountable here, as the meeting held is very important to the safe design and running of Sita's Eco Park incinerator, which currently does not satisfy many of the rules and guidances that the HSE themselves told the EA that sita needs to follow.

I look forward to receiving the minutes of this meeting ASAP.

Very worryingly it appears to show how out of its depth it is with this unproven, experimental new and unique plant beings located within a highly residential area and with public access!
Sita appears to be pulling the strings??
