Kent County Council

Dear Ms Sole

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to Manston Airport. I am pleased to
provide the response below:

Please supply details of who at Kent County Council sanctioned  the
following letter to Mr I Livingstone at Thanet District Council.

HTTP;//www.savemnstonairport.org.uk/wordpress/wp-content/uploads/2014/08/OL/TH-16-0550-KCC-Supports-SHP-Housing-Plans.pdf

The letter is an Officer response to a planning application and was signed
by Barbara Cooper, Corporate Director for Growth, Environment and
Transport.

Please also advise :-

1)   Which committee member/s approved the contents of the letter.

The response to the planning application was not presented to any meeting
of the Council nor to any committee or sub-committee meeting.

2) Was the contents of the letter debated  with other members of the
Elected County Councillors

Please refer to the answer to question 1.

3) If this was not shown to the members of the Elected Councillors, Why
Not????

Kent County Council was consulted by Thanet District Council on this
planning application in its capacity as a statutory provider of key
infrastructure, particularly as Local Highway Authority and Local
Education Authority.  The planning application was considered by Officers
of the County Council on its own merits and a response (dated 30 August
2016) was submitted to the District Council.  Kent County Council responds
to planning applications on a frequent basis and this is a function
delegated to Officers by the Council.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link
[1]http://www.kent.gov.uk/about-the-council...
on our website. Please quote reference FOI/16/1412.

If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner’s website [2]http://www.ico.org.uk/concerns.

Yours sincerely
