The bid in question was made in 2016 for the re-development of the Museum site in Hendon for the Centenary of the formation of the RAF in 1918. Many thanks for your email on 28 May 2019 in which you requested to see
the application with its supporting documentation and any conditions
applied to the award of the grant for the following projects:

·       The RAF Centenary Programme- Phase 2a: The First 100 Years

·       The RAF Centenary Programme- Phase 2b: Historic Hendon

 

Please find attached the documents in response to your request these have
been split into two folders, one for each project. The grant award letters
in each folder detail the conditions through the approved purposes of the
grant

 

Please be aware that throughout that there are instances of redactions
throughout the documents that have been made under Section 40 of the
Freedom of Information Act – Personal Information. This exemption allows a
public body to withhold information that could be considered personal to
an individual. In line with the principles set out in the Data Protection
Act, a public body has a duty to protect personal information that it
holds. There is one instance of extended redactions in ‘3. Detailed costs
RAF Museum RAF Centenary HG-14-07326_Redacted’ (Project 2a) as these
relate to salary information, which also falls under personal information.

 

Please also be aware that we have made redactions under Section 43(2) of
FOIA- Commercial Interests in the following documents:

·       Proof of funds letter (signed) 4 November 2016,

was submitted as part of Project 2a.

 

This exemption allows us to decline a request for information if
disclosure of which would, or would be likely to, prejudice the commercial
interests of any person or organisation. This is what’s known as a
qualified exemption. It is subject to a public interest test, which I have
set out in the Appendix at the end of this email. Overall we have
concluded that the arguments against disclosure outweigh those in favour.

Appendix- PUBLIC INTEREST TEST

 

Factors in favour of disclosure

·       Disclosing the information requested would enhance transparency
and accountability.

·       As a publicly funded organisation, the public has a legitimate
interest in The Fund’s activities and disclosure would increase public
awareness about the work of The Fund and its grantees.

 

Factors against disclosure

·       It is not in the interests of the grantee to release information
regarding grants awarded by private institutions. The release of this
confidential information could jeopardise future if private funders felt
their donations would not be kept confidential.

·       This could jeopardise any future projects the museum were to run
and could potentially disadvantage the public were the organisation not
able to offer as many opportunities as before, due to lack of funds.

·       It is not in the interests of the grantee to release information
regarding commercial contracts. The release of this confidential
information could jeopardise future contracts if suppliers felt their
agreements would not be kept confidential. This could stop the grantee
being able to attain best value for money.
