3) Copies of any bid made to Transport for London in relation to the Mayor's Streetscapes Plan (properly known as Streetspace Plan) referred to in paragraph 16 of the Staff Decision.

Reason for applying the exception
The underlying rationale behind the exception is that public authorities
should have the necessary space to think in private. To this end, public
authorities are entitled to refuse if the request concerns internal
communications. This EIR provision has been applied to withhold some
internal communications that contain free and frank discussions within.
Public Interest Test
Whilst there is a presumption in favour of disclosure of information,
having weighed all the factors pointing towards release or withholding the
information, we have concluded that in this case the public interest in
maintaining the exception outweighs the public interest in disclosing the
information.

Any information that would lead to the unfair identification of an
individual. This would breach the Data Protection Act 2018
