Thank you for your request for information which is being dealt with under
the terms of the Freedom of Information (Scotland) Act 2002. 

 

You requested:

 

Details of all external consultants, advisors, facilitators or assistants
etc. commissioned/contracted by the Chief Executive's Office or Service,
including by the Chief Executive, Assistant/Depute Chief Executive or
other staff. The information should cover the last 3 financial years to
the end of March 2012, including any current and unfinished contracts.
     
For each item please provide the following 4 pieces of information.

In response to your request I can confirm that the office of the Chief
Executive does not commission consultants.  Consultants engaged by the
City of Edinburgh Council are commissioned direct by each Directorate
within the Council , e.g. Corporate Governance, Services for Communities
etc..   I am therefore unable to provide you with the information
requested as it is not held by the Council in the format requested. 

The foregoing notwithstanding, I have attached a number of reports
considered by our Finance and Resources Committee entitled 'Use of
Consultants'.  These reports detail the consultants engaged by each
Directorate for the financial years 2009/10 and 2010/11.  Please note that
a report has yet to be published detailing consultants engaged in the
financial year 2011/12. 

You also requested:

4. The number of organisations that were invited to bid for
this commission

In this regard, the Council adheres to Standing Orders 69-73, entitled
Contracts for Consultancy Services (attached).  These standing orders
detail the procedures to be followed when commissioning a consultant, the
number of whom will vary from case to case.  Should you wish to know
details of the number of organisations invited to bid in respect of a
particular consultancy service/s, please refine and resubmit your request

Please note that this letter constitutes a formal refusal notice under
section 17 of the Freedom of Information (Scotland) Act 2002, as we are
unable to provide you with the information requested as it is not held by
the Council.
