Please provide all details of consultancy fees or similar paid from public funds in connection with the awarding to Balfour Beatty of the 10-year contract that commenced in 2010.

Please provide comprehensive details of all complaints, comments and observations including letters and emails received by Councillors from members of the public and correspondence in respect of the A18. in the period 1 April 2011 and 31 March 2014

We have now had the opportunity to review your request  0479_1516, and
require some clarification from you, without which we will be unable to
respond.

 

Your 1st question asks for all details of consultancy fees or similar paid
from public funds in connection with the awarding to Balfour Beatty of the
10-year contract that commenced in 2010.

 

Can you please confirm what you mean by the term ‘all details’? – for
example the name of the individual / company receiving payment, the amount
paid

 

Your 2nd question asks for comprehensive details of all complaints,
comments and observations including letters and emails received by
Councillors from members of the public and correspondence in respect of
the A18. in  the period 1 April 2011 and 31 March 2014

 

Can you please confirm whether the scope of your request relates to all
complaints, comments and observations and correspondence received by North
East Lincolnshire Council, or just those received by Councillors?

 

Can you please confirm what you mean by the term ‘comprehensive details’?

 

When confirming the information you require, you may wish to consider the
points below. We would advise that rather than asking for all
correspondence in relation to the A18 you may wish to consider refining
the scope of your request, and identifying the particular information in
relation to the A18 you require

 

·         Complaints, comments and observations and correspondence
received by North East Lincolnshire Council and Councillors are likely to
have been submitted in confidence, and would therefore be likely to be
exempt from disclosure by virtue of section 41 of the Freedom of
Information Act – information provided in confidence

·         The scope of you request is extensive both in terms of the time
period (3 years) and the range of correspondence it would include
(potentially any correspondence received by any service, Councillor or
officer), it is therefore very likely that just to determine what
information we hold would require a searches of all council systems
including e-mails and physical filing systems, exceeding the appropriate
limit of 18 hours. Where the appropriate limit is exceeded the Council can
either refuse the request after providing advice and assistance or require
the applicant to pay a fee of £25 per hour in advance.

·         If complaints, comments and observations and correspondence were
sent to Councillors in relation to their constituency work rather than
Council business, these would be outside the scope of Freedom of
Information requests made to North East Lincolnshire Council   

 

Under the Freedom of Information Act, the 20 working days allowed for
responding to your request will not begin until the clarification is
received.

Hi Ms Williams,
I am wondering did you suceed in obtaining any information from the council?
I have struggled even with the assistance of someone at Communities and Local Government to be provided with the information l needed, although l was able to build quite a file from visiting my local library and archives as well as seeking people out to speak to
