Dear Wandsworth Borough Council,

1. Please can you send me details of the reasons for which the 11 sites mentioned in Wandsworth's air quality progress report (excerpt below) were passed or failed for compliance with conditions related to non-road mobile machinery (NRMM):

"Total number of audited sites: 11Number of audited sites compliant:5Number of audited sites non-compliant:4Audited sites with no NRMM: 2"

2. For each site, please list the actual standard of each piece of NRMM that was audited by Wandsworth Council against the required standard for that piece of NRMM

3. Please give the number of officers hired or otherwise employed by Wandsworth Council on a full time or part time basis who have responsibility for auditing NRMM on building sites.

I refer to your request for information received on 31/12/2020. Please see
the information below in response to your request: -

 

 1. Please can you send me details of the reasons for which the 11 sites
mentioned in Wandsworth's air quality progress report (excerpt below)

o Total number of audited sites: 11

 

o Number of audited sites compliant:5

 

o Number of audited sites non-compliant:4 (3 sites due to
‘administrative compliance’ failure to register some plant items. or
paperwork associated with machinery, 1 site had no recognisable type
approval number on some machinery.

 

o Audited sites with no NRMM: 2 (This is due to lag of finding sites and
inspection, some site are found to be completed)

 

Sites are ‘passed’ where all their in-scope machinery is found to be
compliant with the Mayor’s requirement in that Zone. Additionally, sites
must be registered on the GLA online portal, and all deployed in-scope
machinery must be entered against that site record. The GLA may grant
machinery exemptions where viability factors are at play.

 

Scope also exists for the retro-fitting of exhaust after-treatments in
order to comply a machine where the engine is otherwise below the required
standard.

Sites may also pass as compliant where a visit from the project team
determined there to be unregistered machines, or machines below the
required standard. In these instances recommendations are made to register
the machine, or remove it where non-compliant. If this is effected within
5 working days, the project team would return compliance accordingly.
Through this process, operational changes are inculcated within
organisations. Where recommendations are not effected, the site is
returned as non-compliant.

 

2. For each site, please list the actual standard of each piece of NRMM
that was audited by Wandsworth Council against the required standard for
that piece of NRMM?

3. Please give the number of officers hired or otherwise employed by
Wandsworth Council on a full time or part time basis who have
responsibility for auditing NRMM on building `sites?

 

None. Wandsworth instead pay £4000 per annum to be partners in the Pan
London scheme which is delivered by Merton. Merton employ 6 officers to
deliver the project across 32 boroughs.

 

4. Please can you send me Wandsworth Council's policies and procedures for
auditing non-road mobile machinery on construction sites across the
Borough?

 

Please find documentation attached. This documentation and approach is
constantly evolving due to the scope of the project and the current
pandemic.
