Detailed spending data
Dear Wandsworth Borough Council,
Congratulations on embracing the spirit of openness by publishing spending data on your website. (http://www.wandsworth.gov.uk/info/200110...)
However, please can you provide a more detailed breakdown of spending, more similar to those provided by, say, The Royal Borough of Windsor and Maidenhead (http://www.rbwm.gov.uk/web/finance_payme...), the Greater London Assembly (http://www.london.gov.uk/who-runs-london...) or, indeed, the Department for Communities and Local Government (http://www.communities.gov.uk/news/corpo...)
Specifically:
For the period already published - 1 to 31 July 2010 - can you provide a breakdown of spend by individual invoice detailing:
Date (either invoice or payment date, ideally both)
Spending council service (ie who spent it)
Indication of cost centre or similar (ie what it was spent on)
Provider (ie who with was with)
Amount of spend (the invoice total)
Invoice reference (ideally an internal reference that would enable further investigation should anyone want)
Please provide the data in CSV format.
Yours faithfully,
Joe Williams

Freedom of Information Act request - 2010/3750 - Detailed spending data
Dear Mr Williams,
I refer to your request for information relating to spending data received
on 16^th August 2010.
Please see the information in response to your questions provided below:
For the period already published - 1 to 31 July 2010 - can you provide a
breakdown of spend by individual invoice detailing:
Date (either invoice or payment date, ideally both)
Spending council service (ie who spent it)
Indication of cost centre or similar (ie what it was spent on)
Provider (ie who with was with)
Amount of spend (the invoice total)
Invoice reference (ideally an internal reference that would enable further
investigation should anyone want)
Wandsworth Council is unable to provide a more detailed breakdown of
spending required to answer the request. The information provided on the
Council website is a brief summary of payments made by the Council. The
information requested is not readily available as the data would need to
be extracted and matched from two separate financial systems, both of
which are new. Of necessity, there would naturally be a learning curve
for whoever was to undertake this exercise and use of/training from the
suppliers would be required to access the underlying data for both
systems, which would be required before any matching of records could take
place. Every relevant item would need to be downloaded from the creditors
system to establish the details of those included in the initial summary
report. This would then need to be matched to a similar download from the
ledger, using a common reference from each, to establish the information
required under the request. It is anticipated that substantial
reconciliation would be required. It is also worth noting that, at this
stage, we have entered the spirit of disclosing this information, but the
exact requirements for publication of this data has not yet been
regulated. Consequently systems have not been developed to provide
detailed information since this may have involved abortive costs.
In accordance with the provisions defined under section 12 of the Freedom
of Information Act 2000 we are unable to supply the information requested
as the process of identifying, locating, retrieving and, where
appropriate, extracting the information would significantly exceed the
appropriate limit as defined by the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004.
As of July 2010 Wandsworth Council commenced publishing details of
suppliers and contractors to whom the council has paid over £500 or more
(including VAT). This information may be downloaded from the following
webpage:

information provided or wish to discuss anything further, please feel free

you.

relation to your request you may make representations to the Chief
Executive. Correspondence should be addressed to:
