Appendix 1 referred to in the above summary identifies "issues" under the "Driver" of Care Standards Act. None is costed. I therefore request the details of cost for each "issue" identified. I note in Appendix 1 under the heading "Explanation" that costs seem to be initial, best estimates and that some pieces of work have not been able to be costed. In such a major report as this, I would have thought it essential to make absolutely clear which "issues" and/or areas of work fell into that category. In any event, I find it very unusual and difficult to comprehend why such an important report should be presented to the Executive Committee recommending far reaching action, with attendant consequences, without full details of costings being made available to Committee Members. Under such circumstances, I would have thought that the Report should have been held back until full details of expenditure and works were available for an informed decision by Executive Committee to be made.

One further point - item 9 in Appendix 1 requires further explanation. Having visited the site, I cannot see how the gardens are restrictive or insecure. Indeed, I have spoken to one resident who has shown me how she has attended to a raised garden and planted herbs and flowers there. None of the residents has shown any difficulty in going outside the rear of the home where there is a metal parapet and gate to the lawned area which appears to provide the security which is stated in the Appendix as being lacking. I would therefore like clarification on why, under item 9 "work required" column, re-design and rebuilding of rear garden, including new retaining wall, is deemed Essential as stated in the Appendix.

I am writing to request an internal review of Isle of Anglesey Council's handling of my FOI request 'Detailed breakdown of costs in Appendix 1 of Report to Executive Committee presented 2nd July 2015 covering Care Standards Act issues.'.

[ I do not accept the reason given for withholding information requested, because the reason does not stand scrutiny. If the Council should seek tenders for the works referred to, the fact that estimates are available would not prejudice the competitive tendering procedure. Tenderers would price the work irrespective of any estimates. One reason is that the Authority's estimates can in no way take account of tenderers' overheads or their profitability or their other confidential financial details. Clearly, estimates are just that, and in the final analysis, it is the tender sum from any tenderer that the Authority would be interested in. It is up to each tenderer to consider how much importance to give to the estimates.

Your reply to my request also refers to the Information Pack on 16th July 2015 explaining the Engagement and Consultation Process in detail. Your reason makes no sense when considered with the rest of your reply, which states that the information I have requested WILL be available on the Council's website. So your own answer is ambiguous.

You also quote Section 43 of the FOI Act as reason to withhold information. I have given my reasons above as to why such information would NOT prejudice the commercial interests of the Council during any tendering process.

In the table of reasons given in your reply, under "Reasons to Withhold", I consider the first and second reasons not to be relevant, as stated above. The third reason (summarised information has been provided to you previously) is correct, but the summarised info is itself insufficient. I am requesting the estimates for each item of work identified in the Appendix.

Regarding the Report by Ann Lloyd Jones, for which I thank you, I am surprised that for an Independent Report, no details are given of the organisation Ann Jones works for, her qualifications, the scope of the commission and the reason given for the commissioning of the Report in the first place, especially as the latest CSSIW Report gave no recommendations for changes at Haulfre relating to how care was affected by the Building. I would expect such information to be presented as standard in an Independent Report of this nature. I therefore request the Internal Review to give me the details requested.

Finally, you ask me to refer to the "Summary of immediate work required at Haulfre (July 2015)" which at Point 9 outlines what needs to be done in the garden. It is not an outline I request, but details, hence my request for an internal review covering this issue as well.
