Dear Mr Read

RE: 19179 - Deprivation of Liberty Safeguards

I am writing in response to your request dated 12 February 2019.  This has
been dealt with under the Freedom of Information Act 2000.

The Council’s response to your specific questions is set out below:

The independent BIA’s are either Sole Traders or Ltd Companies and
therefore are not agency workers or classed as Suppliers, therefore the
response to the questions reflects this.

1.                   Does the council have a current contract or framework
agreement in place for suppliers to undertake DoLS assessments or BIA
assessments on behalf of the council?

The Council have 15 Independent Best Interest assessors who complete BIA
assessments on the council’s behalf. The council also have 42 internal
BIA’s who complete Best Interest assessments.

2.            Please provide the name(s) of the organisations providing
these services under these such agreements.

We do not hold this information as there is no organisation providing such
services

3.            Please confirm the start and finish date for any such
agreement?

Not applicable

4.            Please provide the monetary value applied to any such
agreement?

Not applicable

5.            Please provide the spot purchase price the council pays
directly to BIA assessors to undertake DoLS and BIA assessments?

Kirklees pay independent BIA’s £225 per assessment completed once the
assessment has been Quality assured and signed off by the Signatories.

If you are not content with the handling of your request, you have the
right to ask for an internal review.  Requests for internal reviews should
be submitted within 2 months of the date of receipt of the response to
your original request and should be addressed to the Monitoring Officer,
