Deprivation monies

Dear Bolton Metropolitan Borough Council,
As you obfuscated answering my time wasting question. The question was genuine and concerned about the waste of public monies, as are those below.
There are many areas of Bolton in receipt of a deprivation grant and have received it for many years, can some one please explain to me =
1 what are the grants spent on ?
2 Why are there no obvious improvements in the deprived areas ?
3 When will these grants be checked on and stopped if they are not spent on genuine improvements ?
4 when will the deprivation grants be stopped as it just does not work ?

Further to your request dated 2^nd December 2018 please see the Council’s
response below.

 

You Requested

 

There are many areas of Bolton in receipt of a deprivation grant and have
received it for many years, can someone please explain to me

1 What are the grants spent on?

2 Why are there no obvious improvements in the deprived areas?

3 When will these grants be checked on and stopped if they are not spent
on genuine improvements?

4 when will the deprivation grants be stopped as it just does not work ? 

 

Our response

 

The Council considers that this is not a valid request under the Act. 
Section 8 8(1)(c) states the Act requires that a request for information
must adequately describe the information sought.

 

Whilst we would consider Q1 to be a request for information before we can
process your request we would need require you to clarify the timescale of
the information you are seeking.  If we do not receive a reply within 2
months of this request we will assume you have decided not to pursue your
request and it will be removed from our system.  

 

Furthermore we do not consider questions 2, 3 & 4 to be valid requests
under the act. Whilst your request can be in the form of a question,
rather than a request for specific documents, the authority does not have
to answer your question if this would mean creating new information or
giving an opinion or judgment that is not already recorded.  In this case
we believe these questions to be invalid under the Act.

 

As per the Information Commissioners Office’s Freedom of Information Code
of Practice, should you disagree with our decision, you may appeal within
