Departure from service of attendees on ACSC18 (September 14-July 15) before 31 January 2018 and repayment of training return of service

The request was successful.

Dear Ministry of Defence,

I would like to request how many UK personnel completed ACSC18, which commenced in September 2014 and finished in July 2015. Of these personnel, how many have either left the MOD's employment or it is known that they will do so prior to 31 January 2018. Of this smaller group, how many have been required to make a repayment under what Defence terms 'training return of service' and what was the amount of repayment requested per day of service unserved.

Please provide identical information for ACSC courses ACSC14, ACSC15, ACSC16, ACSC17, using a 30 month period post the end of the course for the period of time of interest for departures and payments.

Yours

Dear [email address] on behalf of Joint Force Development Secretariat,

Thank you for your explanation of why you cannot complete the task requested within the 18 hours allotted. Might I suggest that you first obtain the year lists for UK students from JSCSC at Shrivenham, which should include service numbers. This should be available electronically and therefore would account for no more than 30 minutes of work at both ends. At the very least the Cormorant Club will have the details electronically available in minutes.

These names should then be run through JPA to identify those still serving, who can be removed from further consideration. This will take a few minutes for a competent administrator. Those not still serving will likely be in receipt of a pension, so DBS will be able to provide you with a leaving date. This leaving date can then be compared with the end of the TRoS date in place at the time to list those leaving before the TRoS date. Identifying this date should take no more than 30 minutes from the extant JSPs and DINs plus 30 minutes to write a simple excel spreadsheet to include start and end date of TRoS based on course date and actual departure date. The spreadsheet should allow a filter for where departure date was before the TRoS date. Now in only a few hours across Defence, you have a short list of around 150-200 individuals to ask DBS if they had paid a TRoS. This would be evident in the last few payslips and the gratuity payment. It would take only a few hours to do this part, even if completed manually. However, the data must be available electronically because JSP 441 Annex A retention schedule (page 93) states that the records must be retained for 100 years. As UNICOM together with JSP was around for the duration of my request, I believe that the records will have been retained and available for ready access.

Civil servants do not pay TRoS so the question does not apply to them.

Please confirm that you will look at this again and let me know why I can't have this information within the next five working days.

Yours sincerely,

T Hemming

Dear [email address] on behalf of Joint Force Development Secretariat,

Thank you for providing a response using the less time consuming methodology suggested.

Please will you clarify why the numbers included in the departure within 30 months of the end if the course and departure before 31 January in the third year after the end of the course are different? The course officially finishes on 31 July such that 31 January is exactly 30 months after the end of the course. Therefore the columns should record identical numbers.

Please confirm for those numbers included within the subgroup of personnel departing before 31 January in the year of the course title (as you have labelled the column in your table) for the courses ACSC 14, 15, 16, 17, what proportion are male?

Yours sincerely,
