2) receipt of the fee accompanying the form AP1;
3) Certificate as to the value of the Charge;
4) Resolution of the Council;

A copy of the land registry certificates for each of the titles affected identifying the charge, and its priority.

A copy of the Human Rights assessment undertaken by the Council in relation to any charge (particularly with reference to Articles 14 and Article 1 of the First Protocol of the European Convention of Human Rights).

Further to your FOI request below, I should advise as follows:

1, 2 and 3 In accordance with section 1(1)(a) of the Freedom of
Information Act 2000, I am advising you that the Council does not hold the
information, which you have requested. The documents requested were dealt
with by Sprake and Kingsley solicitors.

4. In accordance with section 1(1)(a) of the Freedom of Information
Act 2000, I am advising you that the Council does not hold the
information, which you have requested as no such resolution of the Council
was needed.

5. In my opinion, the information requested relating to land registry
certificates is reasonably accessible by other means, i.e. from the Land
Registry and thus under section 21(1) of the Freedom of Information Act
2000 this is exempt information. The FOI Act rights are designed to
supplement, and not to duplicate, the ordinary circulation of information
to the public. This is an absolute exemption and there is therefore no
need for me to consider the public interest test.

In accordance with the Freedom of Information Act 2000 this email acts as
a Refusal Notice. In terms of the exemption, you have a right of appeal
against our decision. In the first instance this appeal must be internal
and we enclose a copy of our complaints procedure.
