Please pass this on to whom it may concern.

Under the F.O.I.A. Could I simply request of Denbighshire County Councils the original application from and authorisation for pedlar’s certificate (sell door to door) also the right for so called charity's to cold call for donations?

To be expressed as:-

1) Simply a print out (.pdf) of the original application and authorisation for either https://www.anthonynolan.org/ and or their representatives for the Bodnant Estate, Prestatyn?
2) Any and all official authorisation granted by Denbighshire County Council for any areas in Prestatyn, but mainly the 'No Cold Calling area Bodnant Estate? Again https://www.anthonynolan.org/ was on Bodnant Estate at 5.45pm 27/4/2017
3) Could I have the Email for any cold caller, either charity and or Jehovah Witnesses? As Ex- Denbighshire County Councils, Councillor Michael German has singled out is response to questions on what he finds annoying about cold callers.

County Council received 27/04/2017 regarding COLD CALLERS PERMIT.

As set out by the Freedom of Information Act 2000 it will be our aim to

Under the Freedom of Information Act the Council may charge for

Secondly, I don't think that Denbighshire could answer question 3 as it is not a clear question. Surely you could find the answer to that question on google?

Hi Ken I assume https://www.anthonynolan.org/ was the web address? Seems to be active? They just happened to be the latest in "We are allowed to go around a no calling area..."

As for question three. I'm a little 'pedantic' when it come to supplying superfluous information as the question-answer ;)

Let Denbighshire give an answer to see if they 'licence' traders/charity's for my own personal bit of turf in Cymru :)

Dear Mr Bourne,

Thank you for your request for information received 27/04/2017 concerning 
cold callers permits. Please see below:

Denbighshire Council does not administer the Pedlar Certificate scheme as
this is a function of the Police Authority. Therefore, the information you
have requested is not held.

However, the requirements of house to house collections, as outlined in
the House to House Collections Act 1939, are a function of this Authority
and the activity you describe appears to meet the remit of this
legislation.

Collectors should register with the local authority unless they have a
national exemption. I can confirm that Denbighshire has not got a
registration for the charity “Anthony Nolan”. I have noted that this
charity is not listed on the national register for exemptions -

Cold calling zones are generally set up in response to door to door sales
of goods or services. However, most fundraisers have regard to the
Fundraising Regulators code of practice and it’s associated “Door to Door
Rulebook” which can be found via these links -

You’ll note from the rule book there is a particular rule for cold calling
zones.

Given the absence of a relevant permit I shall ask colleagues to
investigate further. I should also highlight that the Fundraising

may be of interest to you.
