Delivering Equally Safe funding

The request was partially successful.

Dear Perth and Kinross Council,

As one of the organisations who were approved for Delivering Equally Safe funding 2021 – 2023 by Scottish Ministers:

Please provide any information you hold in relation to the parts of your organisation that are for women only, or if you deliver any services or employment that are for women only.

Please provide a copy of your trans inclusive policy and a description of your practices, and also provide any information you hold that would detail the type of circumstances in which you would use the single-sex exceptions within the Equality Act 2010 to exclude trans people.

Please provide a copy of your application for funding from the Delivering Equally Safe Fund, a copy of your Equality and Diversity Policy, and a copy of the LBTI Inclusion plan.

Please provide any Equality Impact Assessment in relation to the provision of women only services or employment.

Yours faithfully,

S. Sinclair

Dear S Sinclair,

Freedom of Information (Scotland) Act 2002

Request for Information – Equally Safe Fund

I refer to your request for information dated 07 March 2022.

The information you requested was:-

As one of the organisations who were approved for Delivering Equally Safe
funding 2021 – 2023 by Scottish Ministers:

 1. Please provide any information you hold in relation to the parts of
your organisation that are for women only, or if you deliver any
services or employment that are for women only.

 2. Please provide a copy of your trans inclusive policy and a description
of your practices, and also provide any information you hold that
would detail the type of circumstances in which you would use the
single-sex exceptions within the Equality Act 2010 to exclude trans
people.

 3. Please provide a copy of your application for funding from the
Delivering Equally Safe Fund, a copy of your Equality and Diversity
Policy, and a copy of the LBTI Inclusion plan.

 4. Please provide any Equality Impact Assessment in relation to the
provision of women only services or employment.

Response

 1. The One-stop Women’s Learning Service (OWLS) provides all of the
different services individuals might need to support them to reduce
offending and sustain their home lives in one place. Consequently,
there are roles required to deliver this service that are reserved for
women only.

 2. Perth and Kinross Council does not have a Trans Inclusive Policy
finalised at this time; however, there is provision specifically
relating to Trans staff in other policies :

Time Off for Medical Appointments Policy -

At this point we have not been able to identify circumstances in which the
single sex exceptions within the Equality Act 2010 would be used.

In terms of section 17(1)(b) of the Freedom of Information (Scotland) Act
2002, this is formal notice that this information is not recorded by Perth
and Kinross Council.

 3. There is no single LBTI Inclusion plan however our Equality Outcome
Action Plan outlines what we will do to improve the experience of all
groups within the community.
