Dear Cheshire Constabulary / John Gannon

in 2007 a former Cheshire Police officer made formal complaint to the Independent Police Complaints Commission [ IPCC ] . The officer [ this site will not permit me to name ] accused the IPCC and Cheshire Constabulary of unlawfully excusing numbers of senior Cheshire Police officers from criminal investigation despite legitimately suspecting them of committing serious criminal offences including - Assault - Blackmail - causing mental harm - conspiring to pervert the course of justice and misconduct in public office. One of those senior Police officers suspected of crime, a Assistant Chief Constable, has since gone on to become the first Cheshire Crime and Police Commissioner [ this site will not permit me to name him ].
The IPCC has recently confirmed that it does not have, nor has it ever had, authority to investigate then excuse retired Police Officers their offending.

Please identify the number of different types of criminal offences the present Cheshire Crime and Police Commissioner was suspected of committing at that time. Please confirm on what authority the Cheshire Constabulary was able to excuse the present Cheshire Crime and Police Commissioner from a criminal investigation in keeping with the Criminal Procedures and Investigations Act 1996 [ PACE ]. Please confirm, if as appears to be the case here, indeed that the Cheshire Crime and Police Commissioner, and other senior Police officers, was unlawfully excused his/their offending when we the people of Cheshire may expect to see him/they arrested and this time his/their crimes investigated in keeping with PACE.

Mr Gannon please take note all of my questions are undoubtedly questions of great public interest, my questions are no more vexatious than a any innocent women contacting your Force and in order to safeguard herself and her children asking if her new boyfriend has form for wife beating and or pedophilia.
