Delays with Tax Rebates

The request was refused by HM Revenue and Customs.

Dear HM Revenue and Customs,
Could you please tell me the current delay time for responding to complaint letters re tax rebates and changes to status (ie losses of employment) that affect this years tax situation ?
So far - a simple request written to the Complaints Manager at my HMRC office has taken 30 days with no response.....
According to Direct.Gov - "Summarise what you think has gone wrong and what you think HMRC should do to put it right. They will look at your concerns and contact you as soon as possible - normally within 15 days."

Could you also please provide me with detailed breakdowns of the amount of compensation that HMRC has paid out over the last 5 years for delays caused by the department in not responding in a timely manner to requests for tax rebates and for losses incurred by individuals for mishandled tax enquiries ?

I am sorry to hear about the delays you have told me about but I am afraid
that I am not going to process this request. I refer you to sections 1 and
8 Freedom of Information Act 2000. In order to be a valid request under
the terms of the Act an applicant must:-

1)      Put the request in writing and describe the information required;
you have done that.

2)      Provide an address for correspondence; HMRC accepts the
whatdotheyknow address as fulfilling that requirement.

3)      Provide their name; you have not done that.

For (3) you must provide your proper name; abbreviations or pseudonyms are
not acceptable. HMRC will not deal with your invalid request until you
fulfil all the conditions set out above. If you would prefer not to put
your name on this website you can of course make your request direct to
HMRC using the contact details at this link

You should not take the suggestion that you put your request on the right
footing as indicating that the information you have asked about is held
or, if it is, that it will be released.

your enquiry made to HMRC on 22 June 2011. Strictly speaking you are not
entitled to a review of the handling of an invalid request, I am however
able to confirm that the request was handled correctly.

HMRC replied explaining that it would not be complying with your request
further as you had not included your name as per section 8(1)(b)of the
Act. HMRC also explained to you how to frame a valid request and this
explanation concurs with guidance issued by the Information
Commissioner. I attach a copy for ease.

If you are able to provide me with your name, house number, and postcode
outside of the Whatdotheyknow(WDTK)website I will be able to make
enquiries to your local office about the delay in your original enquiry.
I will also make arrangements for a response via WDTK to what will then

acceptable address for the purposes of section 8(1)(b) FOIA and the name
provided at face value. 

However you have now used 3 different names in your postings on this site
(Tom Trinder, Sam Spade and Stewart Smith).  In view of your obfuscation
we are not prepared to accept that any of them are your true identity.  If
you wish to pursue your request we will need to see some independent
evidence (such as a copy of recent utililty bill or the like showing you
as addressee) that you are who you say you are.  You can send that direct

I have to say that in the spirit openness which is at the heart of the Act
