Delay minutes at OD crossings
Dear Network Rail Limited,
How many minutes delay have OD crossings incurred compared to the manned level crossings they replaced?
Also; how many of the installed OD crossings are still 'manned', by Network Rail staff or not, to ensure they function correctly.

Information request
Your correspondence was received by Network Rail on 5 August 2015. I can
confirm that your request is being processed under the terms of the
Freedom of Information Act (FOIA).
I have reviewed your request, but I cannot identify the information you
require from the details you have provided. To help me meet your request,
I would be grateful if you could confirm a time frame for your request.
You have requested delay minutes incurred by OD Level Crossing, however
please can you specify which months and years you would require this
information for.
To assist you further it is unlikely that we hold information relating to
delays caused specifically by OD level crossings. Information relating to
delays is held by our performance team. Owing to the manner in which the
data is recorded and held we cannot search specifically for delays caused
by OD level crossings. We can search for level crossing failures, however
this will not draw a distinction between OD level crossings and other
types of level crossing. There are over 60 OD level crossings on the rail
network, therefore it may be more beneficial for you to refine your
request to a specific location/s of concern to you. The information
captured by a request for a specific location is likely to provide a
summary of the reason behind the delay from which you may be able to
extract the specific information you are looking for. We are likely to
hold information on delays for up to 5 years. If you would like to refine
your request as suggested please let me know and include the locations you
require and a timeframe for your request.
When considering the timeframes and locations for your request please be
aware that Section 12 of the Freedom of Information Act 2000 makes
provision for public authorities to refuse requests for information where
the cost of dealing with them would exceed the appropriate limit, which
for Network Rail is £450. This represents the estimated cost of one
person spending 18 hours in determining whether Network Rail holds the
information, and in locating, retrieving and extracting the information.
I am unable to progress your request without this information, so I will
close your case until I receive your response. In accordance with the
Freedom of Information Act 2000, the 20 working days I have to respond to
your request will commence when I receive your clarification

The query regarding recently converted OD crossings being manned, by NR staff or otherwise, remains.
