Dear Glasgow Caledonian University,

I am interested in any relationship between language proficiency scores and final degree classification for overseas undergraduates who may or may not have taken a pre-sessional programme. I would like to analyse this at student level so please anonymise each individual’s data but do not provide aggregates (e.g. if there are 5 management students who entered with IELTS 7.0 and got a 2.1 degree, I want this listed with a line for each).
For each student enrolled in the 2012/3 year I would like to know:

Nationality
Gender
Programme title (JACS code)
Language requirement IELTS band for the programme
IELTS band (or TOEFL/PTE score if applicable) attained on entry
Whether the student enrolled on a pre-sessional programme or entered their undergraduate programme directly.
Pre-sessional grade (if applicable).
Final degree classification (or, if available, average percentage from modules in each year of study) or alternative outcome, e.g. withdrawn from studies, transferred university, etc.

Dear Mr Carver

The University has considered your request and wishes to reply on the exemption within Section 12 of the Freedom of Information (Scotland) Act 2002 (FOISA) on the basis that a Scottish public authority is not obliged to provide information if it estimates that the cost of providing it would exceed an amount prescribed by regulations made by Scottish Ministers, currently £600.

In reaching this view the University has considered the steps required to identify the information that you have requested.

1.Identifying the overseas undergraduates who enrolled in 2012/13 that your request relates to from our systems has taken 80 minutes

2.The University does not hold details of individual student's IELTS scores on its systems therefore the individual paper application form for each of these students would need to be retrieved from the different schools and/or from our Records Centre and checked manually. The University estimates that in order to locate each individual file, and answer the following questions,

• The IELTS/Pearson/TOEFL score the applicant had on entry, if applicable
• Whether they completed a Pre-Sessional programme or went directly into the degree programme
• The score achieved in the Pre-Sessional English programme, if applicable

it would take approximately 10 minutes per file for approximately 430 files = 4300 minutes

3.Collating the IELTS score that was in place at the time for each individual programme of study would take approximately 30 minutes in total.

4.To cross refer each of the students with their final award would take another 60 minutes.

Therefore this would take a total of 4470 minutes or 74.50 hours. The staff members working on this would be paid in excess of the £15 maximum chargeable hourly rate under FOISA resulting in a cost of £1117.50
