I refer to the document published at the following link.

This report was published by ARUP Ltd at the request of HS2 Ltd entitled "The optimisation of Route 3."

At paragraph 2.8, this reports that a proposal to place the HS2 rail track in a deep tunnel of some 7 km in length, beneath Burton Green and Berkswell would be "realistic".

I am writing to request all information held by Hs2 Ltd, or by ARUP at your commission, that relates to the consideration of a deep bored tunnel development at that location. Please note that I am not requesting information relating to the "green" or "cut and cover" tunnel that is currently intended at Burton Green. The requested information would include maps, drawings, calculations, diagrams, costings, estimates of spoil extraction and any feasibility analysis undertaken preliminary to the statement in paragraph 2.8 in the above report, as well as during any further design work undertaken to evaluate such a tunnel subsequently.

Please also provide estimates of the amount of spoil that will need to be relocated in the course of constructing the line over the same section of track as it is currently proposed.

Thank you for your response.

The notion that no engineering design work has been undertaken in respect of a route option that ARUP previously described as “reasonable” is difficult to credit give the huge sums being paid for such design work.

This is particularly so given that such a tunnel would avoid all interference with the existing west coast main line where it is crossed at this location. It would also avoid a substantial upwards incline for trains accelerating away from the proposed Packington station. I would be grateful if you would check that it is really the case that absolutely no information is held in this regard.

Secondly, my enquiry also included the following request. “Please also provide estimates of the amount of spoil that will need to be relocated in the course of constructing the line over the same section of track as it is currently proposed.”

The response to this should be wholly independent of whether or not design work has been done in respect of a deep bored tunnel. For clarity, this relates to the amount of spoil that will need to be moved in preparing the section of track as it is now proposed over the length of the route that could otherwise be served by a deep bored tunnel as described in the ARUP paper referred to.

I would be grateful if you would arrange for a review of of the responses rovided to theis FOIA and EIR request.

Dear Mr Jordan,

Thankyou for your response of the 25th May 2012.

I have to accept your acknowledgement that the engineering design work undertaken in respect of the line options at that point was inadequate.

I understand that HS2 might not yet have calculated the volume of spoil that would need to be moved from the equivalent section of the track as the design is currently intended. You do however hold the data - in the plans - from which such a figure can be estimated. You must also have computer software by which such a calculation can be readily performed from those plans. Equivalent data has been provided in respect of other sections of the line. On that basis you do hold the information requested and I must again ask that your decision in this regard be reviewed.
