Decision to grant licence for off licence on Causeway Head Penzance

Currently waiting for a response from Devon and Cornwall Constabulary, they must respond promptly and normally no later than (details).

Dear Devon and Cornwall Constabulary,
I am enquiring about a licence for an off licence near the bottom of Causeway Head in Penzance. I would like to understand how do the police decide these matters - what are their criteria? On what grounds would they turn down an application? Is there any correspondence that relates to how the decision was reached that I can have access to under the Freedom of Information Act please?

Licences for selling alcohol are issued by councils, not the police.
