Decision not to release files from 1987 and 1988

Pursuant to the general right of access to information contained in the Freedom of Information Act 2000 I request from the Cabinet Office:

(1) all information in Cabinet Papers from 1987 and 1988 not released through the National Archives on 30 December 2015.
(2) all information held by the Cabinet Office relating to the decision not to release files from 1987 and 1988 through the National Archives.

Pursuant to section 11 of the Freedom of Information Act 2000 I formally express a preference to have the information communicated to me in an electronic format.

CABINET OFFICE REFERENCE: FOI322242

I refer to the above and to your E-mail dated 26 January 2016 refusing the above noted request on the grounds that to comply with same would exceed the cost limit set by the Regulations. I have now carefully considered the Cabinet Office's response and should be grateful if the Cabinet Office would now conduct an internal review into its handling of the request.

It is my submission to the Cabinet Office that the work referred to in its refusal notice has already done. It is reasonable to assume that the decision to withhold the information from release through the National Archives was done so after identifying the relevant files and considering the content thereof. Therefore, the Cabinet Office should already know how many files are affected and the location of those files.

I look forward to receiving the Cabinet Office's substantive response.
