M4 Junction 18a Link Study  
Town & Parish Council Briefing 
Location: Emerson’s Green Village Hall 
Town & Parishes represented:  Winterbourne, Westerleigh, Pucklechurch, 
Emerson’s Green, Sodbury, Yate, Siston.   
1.  Is the scheme public knowledge?  It is in the emerging JTS, which is in the 
public domain. 
2.  All Ring Road ‘through-about’ junctions would be signal controlled. 
3.  Need to understand the implications for Yate. 
4.  How much Green Belt does each option require? 
5.  Who would promote the scheme henceforward?  The council’s preference 
would be for Highways England to promote. 
6.  ‘RSI’ is Highways England Route Investment Strategy. 
7.  Confirmed cycle routes and Public Rights of Way would be maintained (with 
diversions where necessary). 
8.  Public consultation will be on both scheme options. 
9.  There is ongoing work to check that the improvement of Ring Road junctions to 
‘through-abouts’ will provide sufficient capacity. 
10. Land would be safeguarded for a preferred scheme (when confirmed). 
11. Developments proposed in the emerging JSP (only) are included in the traffic 
forecasts.
