I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.

1) Who is the the person responsible for council tax, business rates and parking collections and more specifically the enforcement of debts relating to these
2) Can you provide email and telephone contact details for the above person?
3) Do you have formal contracts with service level agreements for the enforcement of these debts?
4) If so, what are expiry dates for the contracts above?

I would like the above information to be provided to me as electronic copies

If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters.

Thank you for your recent request for information under the Freedom of
Information Act 2000. The answer to your question is as follows:

 

1) The person responsible for council tax and business rates and more
specifically the enforcement of debts relating to these is Karen
Henriksen, Director of Resources (the Council’s Chief Finance Officer).
The email and telephone contact details are

The person responsible for parking collections is Vikki Hatfield,
Neighbourhoods Manager.

2) The council tax and business rates service is outsourced to Arvato. For
general enquiries relating to the enforcement of debts for council tax and
business rates, please contact [email address] Tel:
01246 936377. 

Parking Collections - the contact details for Vikki Hatfield
are [1][email address]  , Tel: 01629 761377.

3) Council Tax and Business Rates - we have an open ended non-exclusive
contract with two enforcement companies. We have a contract with Arvato
for the delivery of a revenues and benefits service.

Parking Collections - Yes we have formal contracts for the enforcement of
debt collection in relation to Penalty Charge Notices.

4) Council Tax and Business Rates - there is no expiry date for the
contracts with the enforcement companies. The contract with Arvato expired
on 17 January 2021.

Parking Collections - The current contracts expire in 2024.
