Death of Dr. David Kelly - Telephone calls 18th July 2003 between Mr. Blair's plane and UK Ministers and Civil Servants

Andrew Watt made this Freedom of Information request to Cabinet Office

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was refused by Cabinet Office.

Dear Cabinet Office,

This is a Freedom of Information Request.

Some months ago I asked the Cabinet Office for information about telephone conversations between the plane carrying Mr. Blair from Washington to Tokyo and others.

The time period of interest to me is 00.01 BST on 18th July 2003 to the time that Mr. Blair's landed in Tokyo.

The information provided to me was incomplete and misleading, in my view. The Cabinet Office did not reply to repeated requests for Internal Review.

In the Internal Review request I drew attention to the visible unreliability of the Cabinet Office's answer. Specifically, Alastair Campbell states in his published diary that he spoke to Mr. Blair about the death of Dr. Kelly. For example, see page 722 of The Blair Years where Mr. Campbell states, "Then TB [Tony Blair] came on from the plane." The previous Cabinet Office reply made no mention of such calls to/from Alastair Campbell, thus providing an inaccurate and misleading account of events.

I therefore am asking similar questions again to give the Cabinet Office an opportunity publicly accurately to state the facts on this important matter.

My interest is in calls made regarding the disapperance of Dr. David Kelly or the subsequent discovery of a body.

If other calls exist please label as "Not relevant to your inquiry".

I ask that the information about the calls be made available as a table. I suggest columns Start Time, End Time, Parties to the Call, Party initiating the call, Subject of the call.

1. At what times on 18th July 2003 did telephone calls take place between the plane carrying Mr. Blair to Tokyo and UK Government Ministers, UK Civil Servants and UK Government Special Advisers? Please give the start time and end time of each call (expressed as British Summer Time).

2. For each call please state whether the call was made to or from Mr. Blair's plane and state who was party to each call.

3. Do notes exist of the content of any of the calls?

4. For which calls do such notes exist?

5. I ask for copies of each such note.

6. I ask for a copy of any log or similar document which allowed the existence of the calls to be confirmed. I am concerned, given the inaccuracy of the Cabinet Office's previous reply, that those records have been tampered with.

7. Is it correct that the current head of the Civil Service Jeremy Heywood was party to some of the calls?

8. What was Mr. Heywood's role in the matter?

9. Does the Cabinet Office accept that the FOI Response that it gave me previously was inaccurate and had the potential to mislead?

10. Does the Cabinet Office have an explanation as to how it came to provide me with inaccurate information on this matter?

11. At what time (expressed as BST) did Mr. Blair's plane land in Tokyo?

Thank you

Yours faithfully,

(Dr) Andrew Watt
