Deanfield report
Dear Sir or Madam,
I am writing to you regarding the Deanfield report commissioned by the former Secretary of State, Rt Hon Steve Barclay, to provide recommendations for a personalised cardiovascular disease prevention service.
In May 2024, the Department published a "summary" of Professor Deanfield's report/vision, but not the full report has not yet been published. This is available at: https://www.gov.uk/government/publicatio...
With that in mind, I am writing to request information under the Freedom of Information Act:
1. Please provide a copy of the full report received by the Secretary of State by the Champion for Personalised Prevention.
2. Please provide a copy of the full recommendations by the Champion for Personalised Prevention (beyond the two outlined in the summary report online).
3. Please confirm or deny whether Professor Deanfield continues within his role as the government's Champion for Personalised Prevention.

Dear Sir or Madam,
I am writing to request an internal review of Department of Health and Social Care's handling of my Freedom of Information request regarding the Deanfield report.
The Department has said that providing "releasing drafts of the report and recommendations at this time could adversely affect aspects of policy which are ongoing". I would like to point out that:
1) As the Department has acknowledged, the report was previously submitted and considered by the former Secretary of State Rt Hon Victoria Atkins MP under the previous administration. The policy process concluded with the publication of the abridged report in May 2024.
2) As with long-standing convention, papers which form part of the policy process are not automatically presented to ministers of a new administration. The suggestion that the requested information forms part of ongoing policy making is weak and does not hold true to usual government practice.
As you may be aware, ICO guidance on the Section 35(1)(a) exemption states: "To be exempt, the information must relate to the formulation or development of government policy. The Commissioner understands these terms to broadly refer to the design of new policy, and the process of reviewing or improving existing policy. [...] However, the exemption will not cover information relating purely to the application or implementation of established policy."
My request does not relate to the formulation of policy and therefore I believe this exemption does not apply.
