The Council does not hold the requested information. For the purposes of
section 1 (4) of the Freedom of Information Act 2000 this information is
not held and we are therefore unable to provide it.

The service closed down in 2017 and I'm afraid that we've not located any
copies of the specification.

Although the officers concerned have since left the City Council, we
believe that members of our commissioning team met with you in 2016 to
discuss the services and may have provided you with a redacted copy of the
specification at that time.

I apologise that your request cannot be met but if you have any further
information needs in the future then please do not hesitate to contact the

I am writing to request an internal review of Westminster City Council's handling of my FOI request 'Day services at St Marys Terrace and Lupus Street - service specification'.

The council has a duty under various acts (probably including the Data Protection Act) to preserve copies of contracts that the council has entered in to. This contract was entered in to post 2016 and according to your records was terminated in 2017. It is therefore a very recent document.

I therefore do not accept your statement that the Council do not possess a copy of this document. You clearly do possess the document but have so far failed to locate it. Please try harder.

Please also notify the accountable officer (S150 I think) of this loss of documentation and also notify your internal audit department of the loss.

I look forward to receiving a copy of this document once you have located it.
