Dawn Theresa Mcgarey born 6th July 1941-2007 (my partners sister) born in Smethwick, Staffordshire and died in Telford, Shropshire.

I believe my partners sister, Dawn was sent to a Council run "approved school" in Norfolk run by Nun's, between the years 1955-58 approximately.
Unfortunately I do not have any more information.

I refer to your email via the Whatdotheyknow reference number

This is the sixth identical enquiry the County Council has received from
you regarding Mrs Butts’ deceased sister, Dawn Theresa Mcgarey.  Whilst we
appreciate that you are trying to obtain information regarding Dawn
Mcgarey, the County Council is unable to assist with this enquiry, as
detailed within all the previous responses sent to you.
 
Norfolk County Council has a duty of confidentiality to all service users
and this duty extends beyond death.  In order to ensure that we do not
breach this duty of confidentiality we will not release personal data
relating to a deceased person into the public domain, as would be the case
if any information were released under the Freedom of Information Act (FOI
Act) and your request is therefore refused under section 41 of the Act. 
 
You have asked us to advise you how you may be able to find any historical
family information. Tracing genealogy information we appreciate is the aim
of your enquiry, but Norfolk County Council is unable to assist.  The
County Council is focussed on and committed to fulfilling all our
statutory obligations. As this request does not fall under one of those
obligations, we are unable to assist you any further. 
 
I hope the above clarifies for you why the County Council is unable to
assist regarding historic family information. As previously advised, if
you are dissatisfied with our handling of your request, you have the right
of appeal through the Council’s internal review procedure by setting out
the grounds of your appeal in writing. To date you have not formally
appealed but chosen to re-issue duplicate requests.  If you choose to
continue to send further identical enquiries, the County Council may have
to consider whether these are vexatious under Section 14 of the Act and
not respond your request.
