I refer to your requests made between 23.25pm and 23.47 on 19 January 2013
and between 00.14am and 00.30am on 21 January 2013.

 

The specific information that you requested was for copies of the invoices
for payments made by the Council to the organisations and, where you give
a period, in the periods listed below.

1.     The (Tower Hamlets) Council of Mosques since November 2010.

2.     The London Muslim Centre and or the East London Mosque since
January 2010.

3.     Channel S since January 2010.

4.     Operation Black Vote. You did not specify a date.

5.     The London Borough of Redbridge since 12 January 2009.

6.      International Television Channel Ltd. You did not specify a date.

7.     Prime Bangla Ltd/Channel I Europe. You did not specify a date.

8.     Junior Muslim Circle. You did not specify a date.

9.     Mukul and Ghetto Tigers. You did not specify a date.

10.  Medialink since September 2010.

11.  Da’watul Islam UK & Eire. You did not specify a date.

 

You also requested more general information concerning emails, information
from meetings, telephone calls, faxes, letters or similar information in
relation to each payment, with a full explanation as to why each payment
was made. In addition you asked for details of what alternative suppliers
were considered and what quality assurance mechanisms were used to ensure
value for money.

 

The Council confirms for the purposes of section 1(1) (a) of The Freedom
of Information Act 2000 (“FOIA) that it holds some of the information that
you requested.

 

The Council has had regard to the cost of meeting your requests in
deciding whether you are entitled to have that information communicated to
you in accordance with section 1(1) (b) of the FOIA and it applies
regulation 5 of the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004. Your requests have been
aggregated and treated as requests related to the same or similar
information received within a period of sixty consecutive days.

 

A number of you requests do not specify the period that you want the
requested information to cover. The Council estimates, on the basis that
at least 350 invoices will need to be retrieved and reproduced in order to
provide you with copies, that each invoice will take at least 4 minutes to
produce. It will take considerably longer to provide the more general
information that you require, which where necessary will have to be
extracted from documents

 

In the circumstances the Council cannot meet your requests within the
costs limits provided under the FOI Act.  The cost of meeting your request
would exceed £450 or 18 hours at £25 per person per hour, which is the
appropriate limit as set out in the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004.

 

Accordingly the Council applies the exemption in section 12 of the FOI Act
which relieves the Council from the duty to provide the information that
you requested.
