Scottish Government

Dear Mr White

Thank you for your request dated 24 September 2018 under the Freedom of
Information (Scotland) Act 2002 (FOISA).

Your request

You asked : Between October 2016 and September 2018, please list the dates
when Dr Angus Cameron was working (paid or unpaid) for the Scottish
Government or any public body under the jurisdiction of the Scottish
Government, known examples include being a policy adviser to the Scottish
Govt and Chair of MSN of NHS Scotland.  Please exclude the dates when Dr
Cameron was working with NHS D&G as Medical Director etc.

Response to your request

We have dealt with your enquiry in two parts, for reasons that will become
apparent below.  Part (a) covers the period October 2016 to May 2018
inclusive, and part (b) covers the period June 2018 to date.

Response to part (a)

While our aim is to provide information whenever possible, under section
14(2) of FOISA a public authority is not required to comply with a request
for information if it is identical or substantially similar to a request
which it has already complied with, unless a reasonable amount of time has
elapsed between the two requests.  This request is substantially similar
to your previous request which we complied with on 4 June 2018.

The Scottish Information Commissioner’s guidance on repeated requests at:

[1]http://www.itspublicknowledge.info/Law/F...
says that in considering whether a reasonable period of time has elapsed
between the previous request and the new request, there are two questions
which will help the authority:

(i)         has the information changed?

(ii)        have the circumstances changed?

In this case, the information we hold is the same as at the time of your
previous request.  We have also considered the circumstances and have
concluded that there has been no significant change.  For these reasons,
we consider that your request is repeated and we are not obliged to comply
with it.

Response to part (b)

In the period covering June 2018 to date, Dr Angus Cameron has contributed
to a review of specialist procedures in Interventional Neuroradiology, and
has also become Chair of a small group tasked with providing a detailed
plan for the implementation of mechanical stroke thrombectomy across
Scotland.

Neither role involves any remuneration, and Dr Cameron has not claimed any
travel or other expenses.

With regards to listing individual dates in this period on which Dr
Cameron was working for the Scottish Government or any agency thereof, the
same answer applies as was provided to you on 4 June 2018: that Dr Cameron
was responsible for maintaining his own diary.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us
to carry out an internal review of the response, by writing to Professor
Jason Leitch, Clinical Director, Directorate for Healthcare Quality
Improvement, Room 1E.19, St Andrews House, Regent Road, Edinburgh EH1
3DG.  Your review request should explain why you are dissatisfied with
this response, and should be made within 40 working days from the date
when you received this letter.  We will complete the review and tell you
the result, within 20 working days from the date when we receive your
review request.

If you are not satisfied with the result of the review, you then have the
right to appeal to the Scottish Information Commissioner.  More detailed
information on your appeal rights is available on the Commissioner’s
website at:

Alan
