Dear Mr Ahmed

Our Refs: 2536-1819, 2560-1819, 2819-1819 and 2853-1819

Thank you for your requests reference numbers above asking for various
information relating to buses and safety.

Your requests has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm we do hold some of the information you require.

However, in accordance with section 12 of the FOI Act, we are not obliged
to comply with a request if we estimate that the cost of determining
whether we hold the information, locating and retrieving it and extracting
it from other information would exceed the appropriate limit. This is
calculated at £25 per hour for every hour spent on the activities
described.

Under Regulation 5(2) of the Data Protection and Freedom of Information
(Appropriate Limits and Fees) Regulations 2004, we are permitted to
aggregate requests where they relate to any extent to the same or similar
information and this aggregation applies to any requests that are received
within a sixty working day period.

We consider that the cost of complying with your latest four requests, on
top of the 9 FOI requests which we have received from you between the
dates of 31 October 2018 and 28 January 2019, would exceed the cost limit.
This would be exceeded further if we were to consider any other associated
requests from you in the forthcoming days and weeks. Therefore we are
refusing the above requests which we have not answered as yet.

We estimate that we have processed around forty requests from you in the
last twelve months. We suggest that, before submitting future requests,
you consider which information is of the highest priority to make best use
of the processing time within the FOI Act described above. Similarly,
please be aware that requests that are to any extent similar that we have
identified as being submitted from individuals working in concert will be
considered together for the purposes of calculating the cost limit.
Therefore, we recommend submitting single, complete requests for
information across the full timeframe rather than splitting questions
amongst different requests or individuals as this will not circumvent the
cost limit.

Please see the attached information sheet for details of your right to
appeal.

Yours sincerely

FOI, Transport for London

Dear Mohsin Ahmed

TfL Ref: 1683-1920

Thank you for your request received by Transport for London (TfL) on 31
August 2019 asking for information about the last safety audit on Bus
Operators.

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy.

Unfortunately, from the description provided, we are unable to identify
the information you require.

To enable us to assist with your request, please can you confirm whether
you are asking for the last ‘company-wide contract compliance audit’, the
last quarterly health and safety assurance visit with all bus operators
(FOI ref 2367-1819 refers), or something else together with any other
details you think might help us locate the information you require.

The Freedom of Information Act allows you to request recorded information
held by Transport for London. There are limits on the time that we are
required to spend determining whether we hold the information you are
requesting and the time spent locating, retrieving and extracting it.
Therefore you should identify the information that you want as clearly and
concisely as you can, specifying the types of document that you are
looking for. You might also consider limiting your request to a particular
period of time, geographical area or specific departments of the
organisation.

Although your request can take the form of a question, rather than a
request for specific documents, we do not have to answer your question if
it would require the creation of new information or the provision of a
judgement, explanation, advice or opinion that was not already recorded at
the time of your request.

Please note that the 20 working day deadline for responding to your
request will depend on when we receive satisfactory additional
information to help clarify your request.

If we hear nothing further from you by 3 October 2019 your response will
be treated as a new request.

In the meantime, if you have any queries or would like to discuss your
request, please do not hesitate to contact me.

Yours sincerely
