Dear Mr Leitch
FERNDALE HOUSE, THE DALES, BALLYBOG ROAD, DUNMURRY Thank you for your email of 5 September 2019 requesting under the Freedom of Information
Act 2000, the date of recent carriageway repairs to the Car Park at Ferndale House, The
Dales, Ballybog Road, Dunmurry.
In considering your request, on behalf of the Department, I have determined that the
information requested falls under the aegis of the Environmental Information Regulations
2004, as opposed to the FOI Act 2000.
A guide explaining the Environmental Information Regulations can be found at:
https://ico.org.uk/for-organisations/guide-to-the-environmental-information-
regulations/what-are-the-eir/. In response to your request, I can confirm that DfI Roads currently inspect footways and
carriageways on a cyclical basis and any defects which meet our current intervention levels
are identified and processed for repair on a prioritised basis in accordance with our current
maintenance standards. Unfortunately, budgetary constraints have had a significant impact
on road maintenance service delivery in recent times resulting in only those defects of
highest priority being repaired across the road network having regard to its location and
traffic volume hierarchy.
The access road leading from Boghill Road to both Ferndale House and Parkdale House,
including the adopted car park, is inspected on a cyclical basis every six months. This is a
low traffic environment and therefore only defects greater than 50mm in depth are being
recorded for repair. The most recent inspection of the area was carried out on 4 September
DfI Roads Eastern Division
2019 and three actionable defects were recorded. These defects were repaired on 11
September 2019. Copies of the recorded defects are included with this response.
In addition to our cyclical inspection procedures, the Department also carry out an annual
programme of reconstruction and resurfacing works which is implemented on a scheme
priority basis, taking account of available funding. I am aware that you previously emailed
the Department in June 2018 requesting resurfacing of the car park. Following an inspection
at that time it was concluded that the car park did not score sufficiently to be included in a
programme of works as there were many other public roads in need of greater attention.
Unfortunately, this is still the position.
If you are dissatisfied with the handling of your request, you have the right to ask for an
internal review. Internal review requests should be submitted within two months of the date
of receipt of the response to your original letter and should be addressed to:

directly to the Information Commissioner for a decision. The Information Commissioner can
be contacted at: Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow,
Cheshire, SK9 5AF.
The supply of information under the Environmental Information Regulations does not give
the recipient or organisation that receives it the automatic right to reuse it in any way that
