Please could you send me a spreadsheet with all support services commissioned by or connected to your council? e.g. drugs services, mental health, accommodation etc.

The information I need is: Categories (drugs/health); name; brief description; telephone number(s); email address(es); postal address (with post code); opening hours; other criteria (e.g. age groups/ethnicity/gender); and any other information that you hold (e.g. contact person).

I can send you a pen drive or other device if you need it.

I am requesting the same from all other local authorities in England because I am putting together a website with all of this information (free to access to the public - there will not be any charge for the local authority either). I am making this request as an individual, not as a business or organisation.

This is to inform you that your request has been considered and I can
provide the following response:

 

The Request:

 

Please could you send me a spreadsheet with all support services

The information I need is: Categories (drugs/health); name; brief

post code); opening hours; other criteria (e.g. age
groups/ethnicity/gender); and any other information that you hold (e.g.
contact person).

 

Section 17 of the Freedom of Information Act 2000 requires Powys County
Council, when refusing to provide such information (because the
information is exempt) to provide you the applicant with a notice which:

(a)  states that fact;

(b)  specifies the exemption in question and

(c)  states (if that would not otherwise be apparent) why the exemption
applies.

In this instance the relevant exemption is Section 12 of the Freedom of
Information Act.

Section 12 of the Freedom of Information Act 2000 makes provision for
public authorities to refuse requests for information where the cost of
dealing with them would exceed the appropriate limit, as detailed in the
Freedom of Information (Fees and Appropriate limit) Regulations 2004.

The limit for public authorities is set at £450 which amounts to a maximum
of 18 hours of search and retrieval time charged at £25.00 per person per
hour.

The Regulations set out what may be taken into account when public
authorities are estimating whether the appropriate limit has been
exceeded. The costs are limited to those that an authority reasonably
expects to incur in:

·         determining whether it holds the information requested

·         locating the information or documents containing the information

·         retrieving such information or documents

·         extracting the information from the document containing it
(including editing or reformatting information)

 

This information requested will require input from several different
service areas, searches of multiple databases, and cross-checking of all
the answers received to sieve for duplicates . This alone will take in
excess of the time limits listed above.

 

We are therefore not obliged to provide a response to this part of  your
request, as the time required for officers to locate, retrieve and extract
the data from information held would exceed the appropriate limit.

In accordance with Section 12 of the Freedom of Information Act 2000 I am
unable to provide you with the details you have requested.

 

However within the timescale allowed we have limited our search to Social
Care Services only.

Powys County Council commission a wide range of care and support services.
In addition, the Council also work with a number of key partners to ensure
residents’ are able to access appropriate care and support to meet their
needs where provision of the support is not directly funded by the
Council. Individual care plans are develop jointly with people accessing
services where they have an assessed need. The support provided or
commissioned by the Council within care plans therefore targets areas of
support required to help people to continue to do what matters to them.
