Dear Wandsworth Borough Council,
In Paper 19-32 (https://democracy.wandsworth.gov.uk/docu...) officers make the following claim in the summary:
'Current initiatives to improve compliance of the 20mph speed limit have proven successful and will continue as part of a rolling programme e.g. Community Road watch and redeployable vehicle activated signs. '
Please share what data has been collected and it's analysis which supports this assertion.

I refer to your requests for information from Wandsworth Council and the
fact that you have submitted numerous information requests within a
relatively short period. Due to the burden these requests have placed on
the Council, we have reviewed the frequency and nature of your information
requests in accordance with guidance from the Information Commissioner’s
Office and the Freedom of Information Act, and other relevant legislation

A total of 23 hours officer time has been spent on responding to the above
information requests.
In addition, the Council estimates it would take a further five hours to
respond to the two recent requests noted below.
(1) 2019/0849 Bike hangers. Received on 12 March 2019 (would take an
estimated two hours).
(2) 2019/0696 Community road watch. Received on 13 February 2019 (would
take an estimated three hours).
The 23 hours already spent over the 60-day period noted above and the
further five hours that would be needed on the requests at (1) and (2)
above means that your requests relating to cycling and road safety have
been placing an unreasonable burden on the Council.
We consider that the Council has tried to provide advice and assistance to
you on numerous occasions to explain the issues raised and to respond to
your questions as fully as it can. However, to continue to do this would
be unsustainable, place an unreasonable burden on the Council, and detract
from the service the Council can provide to its residents more widely.
Therefore, the Council’s decision is that the cost limit exemption applies
under section 12 (2) of the Freedom of Information Act. This means the
Council will not respond to your two most recent requests and will not
respond to any further information requests relating to cycling or road
safety, for a period of two months from today (i.e. from 18 March 2019 to
17 May 2019).
However, should you then make an unreasonable level of information
requests after 17 May 2019, the Council will consider applying further
exemptions that may restrict your right to submit any further information
requests, including on issues in addition to cycling and road safety.
Therefore, having carefully reviewed your requests for information, I
consider the requests to have exceeded the 18-hour (£450) cost limit under
S12 (2) of the Freedom of Information Act. Additionally, under the Freedom
of Information and Data Protection (Appropriate Limit and Fees)
Regulations 2004, the Council can consider together requests that relate
to similar issues. As noted above, the requests you have submitted
relating to cycling and road safety have significantly exceeded the
statutory cost limit over the period shown.
You have the right to appeal our decision if you think it is incorrect. If
you wish to request a review of this decision, please do so in writing to
the following address:

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
