Data-sharing with immigration enforcement
Dear Oxford City Council,
Please treat the following as a request for the disclosure of information under the Freedom of Information Act 2000. Please disclose the number of times that Oxford City Council labour inspectors have shared data with Home Office Immigration Enforcement during:
- 2018
- 2019
- 2020
- 2021
And from 1 January 2022 up until the date on which this request is responded to.

Further to the email below, I am writing to let you know that the Authority requires further information. Section 1. (3) (a) of the FOIA provides that
“Where a public authority -
(a) Reasonably requires further information in order to identify and locate the information requested, and
(b) Has informed the applicant of that requirement,
the authority is not obliged to comply with subsection (1) unless it is supplied with that further information.”
You have requested information. Are you able to further clarify what information it is that you wish to receive please, since it would be helpful if you could be more specific in describing the information you require? None of our employees have the job title, or perform the specific duties of a "Labour Inspector". However, there are two functions in which the Licensing team would share data with Home Office Immigration:
1. Taxi licensing - we principally 'share data' with Home Office Immigration to request applicant/licensee current immigration status.
2. LA2003 (Licensed Premises) - we share data with Home Office Immigration prior to, and after joint operations, such as details on licences/businesses etc, as well as outcomes.
Please could you let us know which of these functions you are interested in, and which type(s) of data shared are specifically relevant to your request?
The 20 working days timeframe for responding to your request will be paused from 6th January 2023 until the Authority has been supplied with further information. Should the Council not receive a response to this email by Friday 13th January 2023, your request will be closed accordingly.

Many thanks for your follow-up to request clarification. I would be grateful if you could share:
- On how many occasions Oxford City Council has contacted Home Office Immigration Enforcement to request the immigration status of a taxi license applicant
- On how many occasions Oxford City Council has run joint operations with Home Office Immigration Enforcement.
With regard to these joint operations, please outline:
- what type of premises these targeted
- whether the joint operation included any other agencies
- whether the joint operation was initiated by Oxford City Council, Home Office Immigration Enforcement or another agency
Please supply the above information for the period outlined in the initial request.
